Conducts phase reviews on construction plans for constructability and bid ability for both major and minor construction projects in accordance with the Construction Project Administration Manual (CPAM). Verifies that quantities in the comp book, Trns*port, and the construction plans agree. Verifies that all the necessary pay items have appropriate quantities and/or pay item foot notes included. Conducts field reviews of the project design, coordinating with the Designer and the Resident Office. Compiles and submits construction’s review comments for resolution by the Design Project Manager or the Engineer of Record.Analyzes the traffic control plan to verify it will accommodate the current capacity during construction. Applies standards from the Manual on Uniform Traffic Control Devices, the design standards, CPAM, district guidelines and the Plans Preparation Manual as measures of acceptability. Checks the designer’s lane closure calculations.Establishes contract duration by critical path method. Contract time should be initially developed during the Phase III design review or when the Contract Estimating System is sufficiently loaded to determine production rates. Final duration will be set once Transport and the utility agreements have been finalized. Coordinates with Production Units to ensure utility schedules and traffic control phasing can be accomplished in an effective manner. Attends utility pre-design meeting as needed to help communicate construction’s concerns.Verifies that the contract supplemental specifications, special provisions and technical special provisions compliment the plans package. Ascertains that these provisions do not override the plan’s intent.Facilitates coordination with Design and Construction on all contracts for District Intelligent Transportation Systems (ITS) and Advanced Traffic Management Systems and report monthly to the District Construction Support Manager.Conducts reviews on current construction projects in conjunction with Maintenance, Design or Traffic Operations personnel to determine compliance with the contract prior to final acceptance. This information will be shared with the Construction Services Section and the District Construction Training Administrator.KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of the concepts, terminology, principles and analytical techniques of an engineering specialty area. Knowledge of engineering design, construction, production and/or operations. Skill in using engineering tools, equipment and/or instruments. Ability to analyze and interpret engineering data. Ability to solve problems relating to engineering. Ability to perform engineering inspections. Ability to apply engineering quantitative techniques. Ability to plan, organize and coordinate work assignments. Ability to communicate engineering information effectively. Ability to establish and maintain effective working relationships with others.MINIMUM QUALIFICATIONS:

A high school diploma or its equivalent; 2 years’ experience in a related field can substitute for the high school diploma or equivalency.AS A CANDIDATE, YOU MAY BE REQUIRED TO PROVIDE DOCUMENTATION (I.E.
