The City of Norfolk's Department of Human Services (NDHS) provides a wide range of essential services to its citizens. These services are crucial in supporting the wellbeing of the community and ensuring that all citizens have access to the resources they need. The NDS is seeking a Self-Sufficiency Specialist II for the Self-Sufficiency unit to help individuals and communities become more self-reliant and sustainable. We promote economic independence through assistance with job searches, job development, educational and vocational opportunities, and alleviating barriers to entering and remaining in the workforce.
The Self-Sufficiency Specialist II assesses needs, develops, and implements programs, provides training and education, coordinates resources, and evaluates outcomes. They may also work with government agencies, non-profit organizations, or private companies to promote self-sufficiency initiatives.
Departmental Hiring Salary Range:
$46,589 - $53,577
Essential Functions
Essential functions include but are not limited:
+ Administers and conducts assessment results to include career interests, aptitudes, abilities and employability. Provides in-depth employment and supportive counseling as needed. Updates employability plans. Performs re-assessments at prescribed intervals to ensure satisfactory progress.
+ Administers resource management by providing resource updates, conducts job recruitment, coaching and vocational enrollment.
+ Manages the delivery of employment and training services.
+ Facilitates and instructs Job Readiness classes, community presentations, orientations, and course curriculums.
+ Conducts interviews, reviews, and evaluates information from participants for continued program eligibility.
+ Manages a caseload of approximately 60-90 or more individuals.
+ Clarifies regulations by interpreting policies, explaining rules and responsibilities for self-sufficiency reform programs, and providing coaching skills to help customers make a smooth transition to self-sufficiency.
+ Works collaboratively with other employees and the public to ensure that each customer is served efficiently and effectively.
+ Serves as a mentor and assists with training of new workers as required.
+ Maintains and analyzes program results and prepares required program outcome reports.
Education/Experience
Work requires education or training beyond high school graduation or equivalency which provides the necessary knowledge, skills and abilities.
Appropriate certification may be awarded upon satisfactory completion of advanced study or training.
Two years of experience in eligibility work or related area.
Preferred Education/Experience:
+ Academic courses or areas of concentration required to perform the required job duties: Human Services, Public Administration, Business, Sociology, or closely related field.
+ Bachelor's Degree preferred but not required; two years of experience in Human Service, workforce development or job readiness related field.

Regular full-time and permanent part-time employees
may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

Special project/grant employees
are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit.
This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit.
This will be a pre-tax payroll deduction.

The Tuition Assistance Program
is established to encourage employees toward continued self-development and education.
Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply.
