Assist the Site Training Manager in providing leadership and direction of Training Programs associated with formal training at the Savannah River Site. Provide effective program management for planning, scheduling, organizing, and directing the activities of the program/project/facility Training Managers. This position is responsible for the creation and oversight of a team of skilled training professionals dealing with analysis, development, implementation and evaluation of formal training and qualification programs at SRS. The position ensures that business processes and protocols for SRNS training are consistently applied across all operating and support divisions while cost effectively ensuring that needed training is conducted.Provide oversight of the site training manual 4B applications in classroom and in the field. Review and Implement corrective actions associated with 4B implementation.Provide program management for analyzing, assessing, developing and implementing training program effectiveness.Establish a formal guidance framework for consistent training practices within a matrixed organizational structure.Evaluate content of training for compliance with applicable DOE orders and Government Regulations.Direct/serve as resource to make versus buy analysis related to future training development and implementation initiatives.Monitor training Issues and training findings to work with affected organizations to implement consistent, compliant, cost-effective and customer focused solutions.Oversee Instructor/ Developer qualifications to ensure they are current and that each instructor on site is qualified.Oversee the development of continuing training for instructors/developers/instructional designers. Assess and document yearly evaluations of all instructors.Oversee an assessment project/facility/group compliance with the Instructional Staff Training and Qualification Program Description.Identify the driving requirements and ensure resources are in place for new courses created.Develop, implement, and utilize estimating, budgeting, cost reporting, and cost control systems that can be used as accountability tools, planning tools, and resource (manpower and budget forecasting) tools for baseline management.Direct preparation of reports associated with DOE oversight and company-level initiatives affecting training.Report training performance to the DOE-SR customer using indicators and measures in concert with other routine monthly reportable items.Establish performance indicators and measures and direct the reporting of this data.Security Clearance Information
SRNS is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications. Positions with SRNS may require applicants to obtain and maintain a DOE L or Q-level security clearance, which requires U.S. citizenship. Factors such as pre-employment background review results, dual citizenship status, and unpaid and/or unfiled taxes may impact your ability to obtain a security clearance. QQualifications We Require
High School Diploma, GED, or other equivalent State Credential.Other Qualifications
Experienced Leader and Manager with experience in training functions and governing principles.
Demonstrated experience overseeing Knowledge Preservation Management programs. Performing recording and capturing information of training material and information for knowledge transfer.Qualifications We Desire
Bachelor's Degree in a technical, education, or business field.Experience in training analysis, design, development, implementation, evaluation and program administration.Operations, Engineering, Rad Con or Maintenance in a nuclear or complex operating environment.
Experience in training process administration.Demonstrated experience overseeing Enterprise-Wide Drill and/or Emergency Preparedness Teams requiring increased DOE interface and challenges with the DNFSB in terms of Emergency Preparedness. Demonstrated experience and responsibility for interfaces with the facilities, DOE, the DNFSB, and the Emergency Preparedness Organization within a large DOE site or facility.
Knowledge of DOE and/or DOD fiscal planning and budgeting systems, baseline management and change control principles, site budgeting processes and strategic planning.
Experience working with Area and Regional Technical Colleges & Universities to update their existing pipeline training programs to align to DOE site-specific standard work requirements more closely.
The incumbent must possess a cognizance of the diverse technical areas and the training requirements across the various training organizations of the site. This awareness may come from a technical education or from accumulated experience in operations, commercial, military training, or program/project management.
Specific, demonstrated experience in effectively leveraging training resources of a medium to large sized organization to enhance enterprise-wide operational training.
Diverse experience and demonstrated success leading training programs in multiple facilities serving DOE-EM and NNSA missions/customers. Especially with experience overseeing the development and implementation of provisional qualification programs necessary for facility/program startups.What We Offer
