Under the leadership and general guidance of the Director of Human Resources and Risk Management for the City of Panama City, the Risk Manager performs professional level duties in the core area of safety, worker’s compensation, and litigation documentation. This position requires attention to detail and strong skills in customer service, professionalism, organization, safety, and multi-tasking.This is diversified, professional level work involving coordination of worker’s compensation claims, safety functions, and specialized administrative types of duties. Duties are performed under limited supervision requiring successfully performing complex duties while exerting professional judgment and utilizing knowledge of prescribed laws, regulations, and policies.ESSENTIAL DUTIES

Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.Oversees the City’s Workers’ Compensation Program: processes claims, prepares documentation for annual audits, schedules and processes material for quarterly file review, and coordinates with the insurance carriers, team members, leaders, and other departments.Serves as the contact for lawsuits served on the City and acts as liaison with insurance claims adjusters and attorneys on all lawsuits including but not limited to worker’s compensation, discrimination, EEOC charges, general liability, fleet, and other types of matters.Proactively discusses worker’s compensation claims with team members and verifies status and updates between insurance carrier and team members.Performs reviews and inspections of worker’s compensation claims including visits to locations and discussions with leaders, witnesses, and team members.Maintains files and spreadsheets summarizing status of claims to assist in providing a comprehensive claims strategy.Processes and reports claims to the appropriate insurance company to include but not limited to public official, police professional, employment practices, and workers’ compensation.Administers the City’s Drug-Free Workplace Policy including pre-employment, post-accident, and random drug testing program.Conducts as needed and quarterly claims reviews with insurance carrier.Coordinates with insurance companies regarding claims, resolves administrative problems with the carrier representatives and/or third-party administrators.Evaluates claims for timely movement and verifies that team members are obtaining appropriate, prompt, and courteous resolution to all claims issues.Prepares various report requests (internal and external), ongoing and ad-hoc.Analyzes and recommends activities in order to prevent or isolate liabilities to the City.Prepares safety flyers, communication, and education as it relates to ongoing and potential claims.Communicates in a professional, courteous, confidential, and team-focused manner with all departments, team members, leaders, carriers, and vendors.Recommends additional safety and training programs including implementation of programming.Serves as secretary to all safety committees including scheduling meetings, collecting materials for meetings, preparing minutes, and maintaining all official records.Assists with the preparation of any budgetary items relating to the worker’s compensation, litigation, and safety budget.Coordinates, promotes, and schedules Hepatitis vaccination program for team members.Provides ongoing follow-up with injured team members to ascertain that they are progressing and content with the interactions with the case managers, providers, and medical professionals.Facilitates return-to-work programs and ensures proper accommodations for injured team members including modified duty.Oversees and obtains safety grants available to the City and processes required documentation to obtain and manage grant reimbursements.Coordinates all safety training including defensive driving training.Implements, oversees, and coordinates the safety boot program.Oversees and coordinates the City’s online safety training program.Performs other duties as required.KNOWLEDGE, SKILLS AND ABILITIES
Strong knowledge of the administration of worker’s comp insurance and safety programs.Ability to communicate effectively, professionally, and in a team-focused manner to compose correspondence, documents, and reports of varying complexity independently and with a team.Strong skills with Microsoft Office including Word, Excel, PowerPoint, and Outlook.Ability to learn third-party software applications independently.Strong organizational skills to maintain both electronic and paper records and files.Skilled in prioritizing tasks and managing the administrative aspects of risk management efficiently.Must have knowledge of safety regulations and laws with the ability to apply these to complex work problems and situations.Must be detail-oriented and able to multitask and engage in extensive research projects.Ability to exercise independent judgment and make decisions in accordance with regulations and departmental policies.Ability to maintain confidential information including HIPAA compliance.Ability to work with team members, other departments, leaders, and the general public in a tactful, professional, courteous, and diplomatic manner.Ability to think clearly and use proper judgment when operating in a stressful situation.Understanding of Florida State Statutes affecting workers comp and safety.Strong knowledge of business English, spelling, punctuation, proofreading, and basic arithmetic.MINIMUM QUALIFICATIONS
Bachelor’s degree in human resources, business, safety, public administration, or related field preferred.Three (3) years' experience in insurance, risk management, safety, or related field preferred.Valid driver’s license.A comparable amount of training or experience may be substituted for the minimum requirements.PHYSICAL DEMANDS
