We have an exciting opportunity for a Principal Specialist, Business Process Management, also known within the organization as a Material Contract Brief (MCB) Analyst/Paralegal, who will report directly to the Associate Director, Raytheon SC Advising.
This role will develop contract flowthrough documentation to ensure procurement activities are in compliance with company policy, U.S. Government and commercial customer contracts, and applicable laws, rules, and regulations (i.e. Public law, Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and agency specific regulations). Additionally, this role may assist the Supply Chain Advising Team to mitigate risk by supporting acquisition professional procurement activity exception requests.
This position is remote; the ideal candidate will be located near one of Raytheon's site locations: El Segundo, CA, Tucson, AZ, Aurora, CO, McKinney, TX, Rosslyn/Dulles, VA, Hartford/Farmington, CT or North Boston (Marlborough/Andover/Woburn/Tewksbury), MA.
What You Will Do:
Reviews U.S. Government and direct commercial customer contracts and drafts Flowdown Document Attachments (FDAs) and other special purchase order attachments for acquisition professional and supplier use; reviews prescriptive language of FAR, DFARS, and special agency clauses; and drafts applicability statements for flowthrough document clause application.
Drafts MCB internal instructions for unique customer contract requirements and determines applicable dollar thresholds in accordance with prime contract clauses for public law and other regulatory requirements such as Truthful Cost or Pricing Data (TCPD) and Cost Accounting Standards (CAS) to determine application, impacts, and risk mitigations.
Uses tools to parse certain customer contracts and create flowthrough documents, and in collaboration with the MCB Analyst and Supply Chain Advising Teams develop and maintain process and flowthrough guidance and templates.
Collaborates with purchasing, program, and contracts professionals, as well as SC Advising and SC Counsel, for consistent interpretation of contract requirements.
Monitors team inbox and responds to client inquiries.
Addresses inquiries from SC Compliance regarding customer contract requirements and assists audit research and response activities.
With guidance from SC Advisors, may review purchase orders/solicitations, terms and conditions, Statements of Work (SOW), anonymity plans, and Non-Disclosure Agreements (NDAs) for compliance with company policy and law; and may assist in drafting and editing legal and contractual documentation as requested by SC Advisors.
May review software license agreements and Free and Open Source Software (FOSS) product licenses to determine permitted use and restrictions of software for Raytheon technical solutions; and research legal issues, analyze information, and recommend potential solutions.
May develop training presentations and present to stakeholders and leadership.
Qualifications You Must Have:
Typically requires a University Degree or a Paralegal Degree or equivalent experience and 5 years of prior relevant experience; or an Advanced Degree in a related field (Masters in Legal Studies preferred) and 3 years of experience
Paralegal experience or similar regulatory or contractual terms analysis, research, and drafting experience
The ability to obtain and maintain a U.S. Government issued security clearance (TS/SCI) is required. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance
Qualifications We Prefer:
Thorough ability to analyze terms and conditions, articulate them into a summary and develop options to comply with those terms and conditions
Highly analytical with the ability to infer meaning from written and oral material
Precise attention to detail and ability to follow written and verbal directions

Excellent collaboration, oral and written communications skills, and a cheerful "can do" attitude, but assertive when necessary to comply with company and legal requirements

The salary range for this role is 77,000 USD - 163,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
