Principal Specialist, Contracts
supporting the Advanced Hypersonic Weapons Portfolio within Raytheon's Advanced Technology Strategic Business Unit, which focuses on key pursuits as well as development efforts that serve as the growth engine and front end of the business, critical to the future growth of Raytheon. Raytheon is working on the forefront of technology, advancing industry knowledge and capabilities to meet and overcome the challenges of hypersonic flight, and accelerating development of hypersonic weapons using state-of-the art expertise and investment in new infrastructure, people, and technology. Fielding these weapons is vital to our national security.
Within the Advanced Hypersonic Weapons Portfolio, Air-Breathing Hypersonic Weapon development is a key focus for Raytheon and a national priority. The Principal Contracts Specialist will support development programs targeted for transition to production. This highly competitive total system development area requires quick turn proposal responses, robust Intellectual Property strategies, and novel contracting approaches. This position offers the candidate a broad opportunity to engage with program leadership and coordinate peers in service of several programs of strategic importance to Raytheon.
What You Will DoWork closely with the Portfolio Directors, Program Managers, Chief Engineers, Business/Estimating, and Supply Chain to manage successful execution of contractsProvide guidance to senior management regarding contractual and business issues, rights and obligations, and risk mitigation.Analyze Requests for Proposals (RFP)Review Estimates at Completion (EAC)Conduct proposal reviews and coordinate customer responsesNegotiate contractsSupport program management and execution reviewsDevelop Intellectual Property and investment strategyEnsure that negotiated terms and conditions comply with company policiesTravel Requirements are minimalWhat You Will Learn
Take an active role in managing contracts and engaging directly with program leadership.Contract with multiple Government and non-Government customers via traditional and non-traditional contract vehicles.Conduct of weekly status/staff reviews at the program levelExposure to business management reviews with leadership support such as quarterly EAC ReviewsQualifications You Must Have
Typically requires a University Degree or equivalent experience and minimum 5 years prior relevant experience, or an Advanced Degree in a related field and minimum 3 years' experienceExperience related to contracts management, program management, business management or supply chainThe ability to obtain and maintain a U.S. government issued security clearance is requiredU.S. citizenship is required, as only U.S. citizens are eligible for a security clearanceQualifications We Prefer
Active Secret or Top Secret clearance a plusContractual acumen with proficiency in contracts fundamentals with knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Other Transaction Agreements, Intellectual Property, license agreements, and/or teaming agreementsExperience in negotiations of terms, cost and/or priceExperience managing development contracts in a competitive environmentAbility to understand the financial aspects of contracts and risk quantification

The salary range for this role is 77,000 USD - 163,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
Hired applicants may be eligible for benefits, including but not limited to, medical, dental, vision, life insurance, short-term disability, long-term disability, 401(k) match, flexible spending accounts, flexible work schedules, employee assistance program, Employee Scholar Program, parental leave, paid time off, and holidays. Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.
