Salary Grade: NC14/Recruitment Range $60,000-$75,000

The primary purpose of this position in the Federal Funds Management Unit of the Financial Management Division is to perform all duties associated with the closing process of all federal funded projects for the entire State of North Carolina Department of Transportation. Responsibilities will include monitoring project inactivity to avoid loss of federal dollars by working with reports submitted by the Federal Highway Administration, while adhering to quarterly deadlines. This position will work in both the SAP Financial Accounting System and Federal Highway’s FMIS accounting systems. These accounting systems provide the resources needed to verify the distribution and allocation of expenditures and receipts are correctly posted prior to closing them. This position is also responsible for the closing of all locally administered projects with Federal Funds to ensure project closeout is performed timely and billings to municipalities have been properly made prior to closeout. Support Accounts Receivable with Local Agreements on federal projects. This position will communicate and provide support to those throughout various Departments and Divisions within the NCDOT and Federal Highway Administration (FHWA) by providing assistance and resolving problems. This position will also assist management with Audits by state and federal organizations by gathering information and attending meetings as required

Knowledge, Skills and Abilities / Competencies

Experience analyzing financial data to review, process, and correct accounting entries and make adjustments in the accounting system and procedures

Experience establishing working relationships with business and program personnel;

Considerable knowledge of accounting principles and practices and governmental accounting methods and procedures

Experience coordinating with information system professionals and end-users to solve problems which impede or delay the functionality of SAP R/3

Minimum Education and Experience Requirements

Bachelor’s degree in accounting, or a degree in business administration, finance or public administration or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework; and two years of accounting/auditing experience in the preparation of interpretive or analytical accounting/ financial statements and reports; or equivalent combination of education and experience.
