Job Description
The Iowa Department of Health and Human Services (HHS), Community Access and Eligibility Division, is seeking a Contract Manager (Executive Officer 2) position. This position is a hybrid position with a two day in office requirement.
In the Economic Assistance section of the Community Access and Eligibility Division, we provide assistance to low-income households who qualify for various programs, including SNAP, Cash Assistance, Medicaid, Hawki, State Supplementary Assistance, Refugee Cash and Medical Assistance, HIPP Program, Long Term Care Services and Supports Programs, Child Care Assistance, and Rent Reimbursement.
The Economic Assistance Contract Manager provides the requisite program oversight and coordination for all aspects of assigned contracts in support of the administration of the Economic Assistance programs. Economic Assistance Contract Manager will participate in initial request for proposal processes, contract development, and provide direct contract oversight for compliance based on state, federal and agency regulations including requirements outlined in the Federal advanced planning document (s) (APD)s. The position activities will ensure synchronization of performance management and ensure efficiencies, minimize or avoid duplication of efforts, and support the agency strategic goals. This position is a key advisor to executive leadership and will make day-to-day decisions to assure that the contractors are contractually compliant and consistently providing reliable services to support the eligibility programs, members, providers and stakeholders. The Economic Assistance Contract Manager is a liaison between the contractors and HHS and is the point of contact coordinating and approving communications. This position will also interact with sister agencies in addition to the federal partners.
Tasks involved include:
Contract management and oversight of assigned contracts.
Assures the assigned contracts with the Iowa Department of Health and Human Services are compliant in all aspects to consistently provide reliable services to Iowans.
Reviewing and approving contractor operational procedures, implementation plans, communications, and other required documentation to ensure contractual compliance.
Conduct and facilitate formal monthly contractor oversight/operations meetings and develop communication and tracking tools.
Determine contractor compliance with contractual requirements to assure contract deliverables and performance measures are being met in alignment with the division’s strategic plan. When failure to comply, initiate corrective action plans or termination in collaboration with the Division Director or designee.
Prepare reports summarizing contractor progress and compliance to Governor's office, Legislature; federal partners and the public.
Serve as subject matter expert with the Leadership team and the Division Director to assist in confidential decision-making pertaining to contractual compliance; development of aligned strategies to improve care and services; modification of capitation rates etc. Identify complex and sensitive problems and review related information to develop and evaluate options and implement solutions. In addition, coordinate with the Program SME for assigned contract areas as policies and procedures are drafted and best practice is defined.
Lead the development of requests for information, requests for proposals, and associated materials to implement the needed services and system procurement priorities as identified in the federally approved Advanced Planning Document (APD).
Lead development of vendor contracts and leads contract negotiations to assure State needs are effectively represented. Contract negotiations require significant understanding of programmatic, budgetary, and federal/state requirements.
Facilitate and/or Participate in the procurement process for HHS including but not limited to requests for information (RFI) and request for proposals (RFP) as needed.

3) All of the following (a, b, and c): a. Two years of full-time professional-level work experience in program administration, program development, program operations, or management; and b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Executive Officer 1 or comparable specific management-level position.
