Job Summary : The Director of Human Resources is responsible for enhancing and fostering a culture consistent with the values and mission of the organization, where people make the difference. The Director of Human Resources plays a key role in aligning people's strengths with the overall mission of AEDD. With a professional, energetic and collaborative approach the Director of Human Resources is responsible for developing and implementing Human Resource policies and procedures for the entire company (the major areas covered are organizational planning, organizational development, employment, training, employee relations, compensation and employee services). Ensures HR practices and objectives that will provide a balanced program throughout all divisions. The Director of Human Resources also assists and advises executive management on HR related issues.
Essential Duties and Responsibilities : include the following. Other duties may be assigned.Determines and recommends employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee moraleIdentifies and directs the preparation of legal requirements and government reporting regulations affecting Human Resources function (e.g. OSHA, EEO, ERISA, ADA, FMLA, Wage & Hour, etc.)Acts as primary contact with labor counsel and outside government agenciesProtects interests of employees and the company in accordance with company Human Resources policies and governmental laws and regulationsApproves employee disciplinary forms, recommendations for terminations and reviews and responds to employee appeals through the grievance procedure.Establishes and maintains wage and salary structure, pay policies, performance appraisal programs, and employee benefitsEnsures timely filling of all required federal, state, and local reports, 1094-C, 1095-C, OSHA 300, OSHA 300A, EEO-1, etc.Establishes and maintains standard recruiting and placement practices and procedures and ensures exit interviews are conducted and monitored.Establishes and maintains in-house management training programs that address company needs across division lines (e.g. performance appraisal, interviewing, labor law, on the job training, proper documentation, etc.)Selects and coordinates use of Human Resource consultants, labor counsel, and other outside sources, as necessaryProvides supervisor training to AEDD supervisors regarding HR practices, AEDD HR policies and procedures, etc. on an on-going basis.Keeps AEDD supervisors informed of problems that could jeopardize the achievement of objectives, and those which are not being addressed adequately at the supervisor levelResponsible for overseeing the day-to-day operations of profit-sharing plan administration, including enrollment, loans, distributions and education.Responsible for the corporate Safety Committee, including organizing, analyzing, reporting and overseeing requirements for the company.Responsible for maintaining all applicable areas of CARF standards for re-certifications
Supervisory Responsibilities:
Directly supervises subordinate human resource employees within the department. Carries out supervisory responsibility in accordance with the organization's policies and applicable State and Federal laws. Responsibilities include interviewing, hiring, training, planning, assigning and directing work, performance evaluations, rewarding and disciplining employees, addressing complaints and resolving problems.
Education and/or Experience:
Bachelor's degree or equivalent in Human Resources or related field and a minimum of three years Human Resource Management experience with a broad knowledge of employment, compensation, organizational planning, employee relations, and training and development is required. Professional certification PHR/SPHR is preferred.
Certificates, Licenses, Registrations:
Arkansas Driver's License and Auto Liability insurance required. Certified instructor of First Aid/CPR preferred.
Computer Skills:
To perform this job successfully, an individual should have knowledge of Microsoft Office software, specifically Word, Excel, and Outlook and Windows Operating system.
Safety Sensitive Position:
The Director of Human Resources is a safety sensitive position as it involves operating a motor vehicle as part of the job duties and a lapse of attention could result in injury, illness, or death to the consumers being transported. See Ark. Const. Amend. 98 § 2(25). All positions classified as safety must refrain from reporting to work or being subject to duty while their ability to perform job duties is impaired due to the use of alcohol or other drugs. All positions classified as safety sensitive are prohibited from testing positive for metabolites of substances that are listed in the schedules of the Federal Controlled Substances Act and the Arkansas Uniform Controlled Substances Act, regardless of whether the employee possesses a medical marijuana registry identification card. See id. at § 3(f)(3)(B)(iii). This policy applies during all work hours, whenever conducting business for AEDD.
