Job/Position DescriptionData Analyst IIITexas Health and Human Services (HHS) Provider Finance department (PFD) seeks a highly qualified candidate to fill the position of Data Analyst III in the Quality Review Unit (QRU). PFD is driven by its mission to deliver quality, cost-effective services to Texans. This position makes a significant contribution to PFDand#146;s mission by assisting with financial reporting activities.The Data Analyst III performs moderately complex (journey-level) data collection, reporting, and analysis to monitor, evaluate, and increase efficiencies for PFD. Work involves conducting detailed analysis of and extensive research on data, used for fiscal estimates and deliverables. Prepares concise, comprehensive technical reports to present and interpret data, identify alternatives, and make and justify recommendations on data revisions. Assists in defining, developing, implementing data standards, developing data quality measures, analyzing data quality results, and implementing necessary changes to ensure data quality improvement. May establish and maintain standard work procedures governing the appropriate use of data, develop and implement databases, data collection systems, data analytics, and other strategies that optimize statistical efficiency and quality. May provide guidance to others. The Data Analyst works with various teams to explore different aspects of a system (people, policy, and processes) to determine why particular areas are performing well or have opportunities for improvement. Prior process analysis and improvement will be critical in this role. Identifies and interprets data patterns and trends and assesses data quality. Consults with internal and external customers and PFD staff to identify user needs. Compiles and queries data. Identifies data gaps, errors, anomalies, inconsistencies, and redundancies by analyzing the content, structure, and relationships within data. Interprets results to identify significant differences in data. Identifies and interprets data patterns and trends and assesses data quality. Cleans and prunes data to discard irrelevant information. (30%)Prepares concise, comprehensive technical reports to present and interpret data, identify alternatives, and make and justify recommendations on data revisions. Assists in defining, developing, and implementing data standards. Assists in developing data quality measures, analyzing data quality results, and implementing necessary changes to ensure data quality improvement. Assists in developing software applications or programming to use for statistical modeling and graphic analysis.
