About the Role
Under the supervision of the Debt Manager, the selected candidate will be responsible for the following: administering of the Authority's Variable Rate Master Note Program; serving as back-up for the administration and issuance of Commercial Paper; the processing of lost bonds, Security Manager for various on-line banking systems; assisting staff members with the gathering of information during the due diligence process, as well as performing other various functions in connection with issuances of Port Authority obligations; preparing various reports on a daily/weekly/monthly basis, as well as a quarterly financial report for our rating agencies; and special assignments as needed.
ResponsibilitiesAdministering outstanding debt obligations, including the payment of debt service and preparation of redemption noticesAssisting in the issuance of various debt instrumentsAnalyzing outstanding debt portfolio and offering recommendations for refunding opportunitiesReviewing and administering various agreements and contracts in connection with debt issuancesPreparing various authorization documents and associated PowerPoint presentations for executive level staffAssisting with the preparation of the division's budget and associated variance analysisPreparing various reports and handling any special debt related projectsMinimum Qualifications
Bachelor's degree in finance, Business, Economics, Accounting, or another related field. In lieu of a bachelor's degree, 3-5 years' experience in debt management and/or treasury related functions for another municipal issuer.Extensive knowledge of municipal debt products, financial modeling and present value calculationsSpecific knowledge of variable rate debt products and other debt products, as well as associated agreements and contractsStrong analytical, organizational, problem-solving, verbal and written communications skillsProficiency using Excel, PowerPoint and MS WordDesired Qualifications
A master's degree in finance, Business or Accounting is preferred.Demonstrated knowledge of the various debt instruments utilized by the Port Authority.Understanding of the Port Authority's Capital Plan and its relationship to debt issuance.Experience with the Port Authority's budgeting processKnowledge of SAP and DBC Finance is highly desirable
Selection Process
