We are currently looking for a Contract Specialist. This is a hybrid position. Secret security clearance a must.

Primary Responsibilities:

Must be a Senior expert with extensive knowledge of procurement processes, procedures, and policies. Must be able to interface with program offices to provide any procurement support needed.

Shall serve in an advisory capacity in all procurement related matters, providing outstanding support to the customers and team members.

Must be able to create and present short procurement related and purchase card presentations to the program audience and/or other colleagues.

Must be well versed in the Pre-Acquisition processes to best provide support in procurement requests to program offices.

Will process Purchase Requests through Ariba (an electronic ordering system) and frequently provide status updates as needed.

Must be able to create and monitor all contract modification requests submitted on behalf of the program office.

Perform funding realignments and administer incremental funding requests to AQM for action.

Must be able to assist program offices with reviewing and drafting the following documents for procurement action: Statements of Work, Independent Government Cost Estimates, Justifications and Approvals, Performance Work Statements, Statement of Objectives, etc.

Must be able to assist program offices by providing guidance on Proposal Evaluations.

Interface with Government Technical Monitors (GTM), Contracting Officer’s Representatives (COR), and Contracting Officers (CO) and provide any support needed.

Perform and obtain market research; obtain/verify funding availability for purchase requests; administer de-obligation requests and assist CORs with fund tracking and obligation.

Utilize all applicable regulations, policies, and procedures while participating with a variety of Program Offices to ensure the acquisition plan, synopsis, procurement planning conference, and justification and approval all include necessary information to facilitate a successful contract award.

Will act as a business adviser and/or representative providing business advice to the program offices.
