Jefferson Consulting Group is looking for a highly qualified individual to serve as a
Sr. Contract Specialist
performing the full range of acquisition services in support of the US Administrative Office of the Courts (USAOC), Procurement Management Division (PMD). Position is fully Remote.The annual salary range for this position is $95,000.00-$125,000.00 and is negotiable. Compensation decisions depend on a wide range of factors, including skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.WHAT YOU'LL DOLife cycle contracting support services in support of the Contracting Officer or the Contracting Officer's Representative (COR) at the USAOC. This support includes both
pre-award services
and
post-award contract administration functions .Contract Specialists - Senior LevelContract Specialists shall be responsible for performing the following activities. All tasks must be performed in accordance with the Federal Acquisition Regulation, Judiciary Policy Guidance, Volume 14, other applicable regulations, policies and statutes, and other internal USAOC policies:All aspects of pre-award contract support include:Provide direct acquisition and procurement support on all USAOC PMD procurements and acquisitions from inception through award, including drafting:Acquisition StrategyAcquisition PlansMarket Research AnalysisDetermination & FindingsJustification for ApprovalsIndependent Government Cost EstimatesRequirements documents (SOW, PWS, SOO, and Statement of Requirements)Quality Assurance Surveillance Plans, as necessaryRecommended Evaluation Criteria and Source Selection Plans, as necessaryReceiving and acting upon assignment of Purchase Requests (PRs)/Requisitions in the USAOC's Momentum system, reviewing PR packages to understand requirements.Facilitating and participating in Acquisition Integrated Project Teams.Coordinating and meeting with government stakeholders to collect technical data for contracting recommendations.Reviewing and assisting customers and/or CORs with the development of support documents.Informing CORs of missing documentation and providing guidance.Researching similar USAOC purchases as necessary.Providing program office and/or COR with acquisition-related documentation.Coordinating and assisting PMD in the development of acquisition milestones.Drafting the entire spectrum of pre-award contract documents.Facilitating proposal evaluations and assisting in source selections.Assisting the Government with conducting negotiations, as necessary.Updating and maintaining accurate and complete electronic Contract Files.Ensuring contracts are documented and files are maintained in accordance with FAR.Communicating with agency customers, PMD staff, contractors, and prospective vendors.All aspects of post-award contract administration support include:Monitoring and facilitating contract actions.Creating modifications and contract documents.Documenting and maintaining procedures for requisitioning services and equipment.Assisting CO/CORs with timely contract close-out support.Experience and Prior AccomplishmentsFive (5) or more years of federal acquisition-related experience.Proficiency with pre-award and post-award contract administration duties.Demonstrated knowledge of the Federal Acquisition Regulation (FAR).Education and CertificationsEducation: Bachelor's Degree, required.Public Trust, the ability to obtain one, required.Level II or III FAC-C or DAWIA certification, preferred.
