10/07/2024Job Summary:The Payroll Manager is responsible for providing leadership and direction to the payroll team. They are responsible for analyzing and resolving operational issues within a confidential and deadline-driven environment. The Payroll Manager is also responsible for achieving a high standard of accuracy, efficiency, and compliance. The Payroll Manager develops, implements, and manages the plan for the annual taxation reporting cycle and ensures reconciliations of the payroll general ledger accounts, payroll system details, and other items as required.Key Responsibilities:
Manage and oversee the entire payroll process for an average of 1,000 employees.Ensure compliance with federal, state, and local payroll regulations, including tax, wage, and hour laws.Review and approve payroll reports and tax filings.Supervise a payroll team of four, providing leadership, mentoring, training, and support.Develop and implement payroll policies and procedures to improve efficiency.Respond to employee inquiries regarding payroll, deductions, and benefits.Maintain accurate payroll records and documentation.Collaborate with the HR and Safety team on matters such as employee data changes, benefits administration, and payroll-related employee issues.Collaborate with the HR and Safety department to ensure California wage and hour compliance, including generating compliant paycheck stubs and accurately calculating piece rates, regular rates of pay, and bonus pay, among others. Process timesheets and review data entry input into Datatech to ensure accuracy and timely completion.System Management and Auditing: Oversee payroll system setup, testing, and implementation; manage internal and external audits, ensuring timely and accurate documentation submission.Transmit weekly payroll and generate appropriate compliance reports; review and preview payroll prior to final transmittal to ensure 100% accuracy.Track various accruals (i.e., sick time, bereavement, holiday, vacation).Ensure the maintenance of payroll files and the processing of wage garnishments.Respond to and manage government correspondence related to payroll in a timely manner.Review Quarterly Tax Reports for accuracy; review and process all W-2 forms for accuracy and timely distribution with the payroll service.Audit payroll service provider invoices for accuracy; prepare and input General Ledger entries each pay period.Stay current on payroll regulatory compliance and update payroll and accounting teams on new requirements.Qualifications:
3+ years of payroll supervision experience.Bachelor’s degree preferred.Continuing education in accounting and other job-related areas may be required.An American Payroll Association (APA) Certified Payroll Professional (CPP) certification is highly regarded.Experience processing payroll for more than 1,000 employees weekly.Knowledgeable in California wage and hour requirements, including an understanding of piece rate regulations.Excellent computer skills in a Microsoft Windows environment, including proficiency in Excel, Word, Outlook, and demonstrated skills in database management and record keeping. However, the minimum required Excel skills are intermediate, along with the ability to perform data analysis.Strong attention to detail.Effective oral and written communication skills.Excellent interpersonal and coaching skills.Ability to uphold strict confidentiality with respect to all matters and documents.Strong organizational skills.Fluency in Spanish is desirable.Physical Requirements:
