Job Description

Valiant Harbor International, LLC has an exciting opportunity supporting the National Geospatial Intelligence Agency (NGA) research directorate. The Financial Analyst will be required to support the execution of Research, Development, Test, and Evaluation (RDT&E) and Operations & Maintenance (O&M) funding, ensuring compliance with Financial Management Regulations, Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and internal policies and procedures. The ideal candidate will play a key role in ensuring timely commitment, obligation, and expenditure of funds while supporting multiple funding types and coordinating with various stakeholders.

Job ResponsibilitiesExecute RDT&E and O&M funding for research with respect to Financial Management Regulations, Federal Acquisition Regulations (FAR), DoD Federal Acquisition Supplement (DFARS), and internal NGA policies and procedures.Comply with appropriation and severability guidance/policies concerning the execution of funding on Federal Assistance Agreements (grants and Cooperative Agreements), various contract types, OTs, and other types of vehicles utilized by Research organizations.Provide support to ensure timely commitment, obligation, and expenditures of funds through internal and external vehicles.Create, edit, and review Military Intergovernmental Purchase Requests (MIPRs) and Air Force Form-9 (AF-9s) (NGA Purchase Requests (PRs)), for the execution of funding.Assist in the development of accompanying MIPR/AF-9 documentation including but not limited to Determination and Findings (D&Fs), Independent Government Cost Estimates (IGCEs), and SOWs, SOOs, and PWSs.Assist in the development of Interagency Agreements (IAA) - Agreement Between Federal Agencies on Forms 7600 As and Bs, as well as conversion of Memorandums of Agreement (MOAs) and IAAs to FS Forms 7600 As/Ba in accordance with the Department of Defense Instructions (DODI) 4000.19 and NGA policies and procedures.Assist government staff in the coordination with external government agencies for the execution of funding through advanced communication on timelines and acceptability of funding by type, year, and severability; follow-up on DD448 and DD 448-2 receipt; and documentation for the obligation of funding.Job Requirements:

BA/BS or MA/MS in business, management, finance, accounting, or equivalent degrees.10+ Years of experienceActive TS

( SCI eligible ) clearance is requiredExpertise in the execution of R&D funding.Comprehension of Financial Management Regulations, FAR, DFARS and internal agency policies and procedures concerning RDT&E, O&M, and PDW funding.Experience with processing MIPRs and service/DoD Purchase Requests (NGA AF-9s), and/or 7600s for the execution of funding.Experience in drafting and reviewing documentation, including (but not limited to) IGCEs, SOWs, and D&Fs.

Yearly Pay Range:

$100,000 - $110,000
