As the Expert Financial & Resource Management Manager/SME, you shall support NGA's Human Development Directorate(HD) with instrumental Resource Management Consulting Support (RCMS) services. Your efforts shall support the HD PMO with ongoing resource and financial management requirements, assisting in the development of initiatives such as internal NGA program builds and packages, Congressional and Presidential budget exhibits, program-project performance measurements and program and budget reviews in accordance with NGA guidelines. You shall provide subject-matter expertise for and represent the NGA HD alongside leadership in meetings and inquiries, such as with the ODNI, OSD and OMB as appropriate. You shall also provide vital support for NGA Execution Reviews, creating funding documents such as MIPRs, AF9s, AF4009s, etc throughout the year. You will be expected to possess solid working proficiency in the use of various Microsoft Suite spreadsheet, database and visualization software, such as Microsoft Excel, PowerPoint, Access and Word.
In this position, you shall be expected to:
Support internal NGA program build activities, analysis, events, and documentation packages as designated by government leads. This includes, but is not limited to:Gathering, maintaining, reviewing, and analyzing of program and budget data; andDeveloping and promulgating of HD's responsibilities associated with NGA's internal guidance packages as appropriate.Provide expertise pertaining to the development and publication of the IPBS/CBJB, IPBR/CJB, and President's Budget exhibits. This includes all associated documentation, materials, and briefings, as it relates to HD's program.Support the development and preparation of HD's budget Congressional testimony, briefing materials, and responses to questions for the record, request for information, and various inquiries.Support the development of various NGA briefing materials and responses to questions, request for information, and various inquiries from ODNI, OSD and OMB as appropriate, as it relates to HD's program.Provide support in preparation for and conducting program and budget reviews as well as preparation materials for HD leadership to attend meetings with ODNI, OSD, and OMB staff.Support, develop, and prepare various PowerPoint/white paper briefings and presentations related to HD Financial Management matters, programs, and activities for senior level leadership.Preparing and monitoring Supplement/Over guidance requirements.Preparing and monitoring HD's performance measurements in accordance with NGA guidance.Support to NGA Program Mid-year and End-of-Year Execution Reviews, to include the creation of funding documents (MIPRs, AF9s, AF4009s, etc.) for execution throughout the year.Exercise a solid working knowledge and capability in the use of various spreadsheet, database, and Microsoft PowerPoint software (high intermediate or expert level capabilities preferred).Required Qualifications
A minimum of twenty (20) years' cumulative experience, with at least fifteen (15) years of financial management experience, specializing in
Planning, Programming and Budgeting and Execution (PPBE).Demonstrated knowledge of Microsoft Tool Suite (Excel, PowerPoint, Access & Word)Ensuring cohesive agency-wide program development.Assisting with resource management oversight.Assisting with budget execution.Performance assessments against a budget/program plan.
**In addition, candidates must possess an ACTIVE TS/SCI security clearance to be considered for this role.**
