The Red Gate Group is seeking an expert-level Financial Management Analyst to support NGA's CIO-T team in Springfield, VA. This role involves providing comprehensive financial management support across the planning, programming, budgeting, and execution cycles for CIO-T and the IT portfolio.

Responsibilities:

Serve as a strategic financial advisor, conducting financial and data analytics to support senior leadership decisions on investments and unfunded requirements.

Apply Federal PPBE policies for CIO-T and IT portfolio investments, offering detailed analysis and decision support to IT governance boards.

Develop and coordinate congressional budget submissions, monitor IT portfolio expenditures, and prepare performance work statements and budget justifications.

Provide analysis and recommendations to improve acquisition mechanics and transition to commercial development models.

Conduct financial and cost-benefit analysis, validate program build investment requests, and track and reconcile budget adjustments.

Collaborate across organizations to gather data, support financial reporting, and present findings to stakeholders.

Develop management and senior-level briefings, document financial decisions, and track action items to completion.

Required Skills & Qualifications

Active TS/SCI clearance, CI poly preferred

Minimum twenty (20) years of experience and fifteen(15) years of relevant experience

Bachelor's degree from an accredited college or university in Accounting, Business Administration, Engineering, Finance, Mathematics, Operations Research, Statistics, Computer Science, or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. -OR- Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed above, plus experience in accounting, cost estimation, project management, requirements definition, or a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. -OR- A minimum of 4 years of experience in accounting, finance, cost estimation, project management, requirements definition, or a related are that demonstrates the ability to successfully perform the duties associated with this work.

Proficiency with relational database structure (especially financial) and the Microsoft Office Suite, with expertise in the functions and application of Microsoft Excel spreadsheets to include advanced functions.

Recent (within 3 years) experience conducting analysis from complex and diverse sources; explaining or identifying issue impacts and alternatives; applying analytical techniques including cost-benefit analysis, problem identification and recommended resolution, business case evaluation; analyzing large acquisition programs and the DoD life-cycle management processes.

Recent (within 3 years) experience in IT portfolio management, including IT portfolio management implementation, application and investment analysis.

Experience in program/project programming, planning, budgeting, and execution efforts to include leveraging program/project management best practices, policy, resource defense, report and document reviewing/editing, systems engineering and acquisition principles and practices, strategic planning, scheduling and project management.

Experience in PPBE cycles and key documents such as the Program Objective Memorandum (POM), Public Sector Budget (PSB), and Congressional Budget Justification book (CBJB).

Recent experience (last 2 years) in Federal planning, programming and budgeting, financial data analysis.

Desired Skills & Experience

Understanding of the NGA vision, mission, strategy, and architecture

Familiarity with NGA’s 40+ IT Programs

Understanding of NGA’s organization structure, and knowledge of the National System for Geospatial Intelligence (NSG), NSG partners, Department of Defense and Intelligence Community (IC) intelligence oversight organizations, missions, and organizational priorities.

Graduate degree in management or a technical discipline.

Recent experience (within 3 years) working at NGA within a Key Component (KC) in one or more IT, IT support, and/or financial management functions.
