Job Description:

This position is responsible for supporting and enacting all L3Harris corporate policies including the protection of L3Harris' intellectual property. This is a multi-faceted senior role for which the ideal candidate will possess a Subject Matter Expert (SME) level of comprehensive knowledge in the discipline of Industrial Security (Experienced CPSO). The experienced CPSO will be responsible for developing, strategizing, and managing internal security program policies and procedures in accordance with DoD security policies to include NISPOM, JSIG, and DoDM 5205.07v1-4, and Intelligence Community Directives (ICDs).This position is responsible for supporting all security related issues for the Strategic Missions Division located in Herndon, VA.

As the Senior Industrial Security Specialist onsite, responsibilities include support and execution of all facility security functions including SCIF operations, personnel security, program support, physical security, information security, document control, badging and access control. This position implements all requisite national security directives with specific emphasis on NISPOM, Intelligence Community Directives (ICDs), and JAFAN requirements as applicable. This position exhibits the dedication and expectation of security operational excellence required in a seasoned security professional while working and making decision independently without direct supervision. The person selected will work as a team player, exhibit flexibility, set priorities, and manage customer expectations in a fast pace environment. Responsibilities include interacting with internal and external customers or Government security officials in performance of security duties.

Essential Functions:

Mentor and coach as the Industrial Security subject matter expert with comprehensive knowledge of job area and knowledge of project management Communicate within and outside of the organization to explain and influence changes to practices, processes and approaches Create and/or maintains continuity books and procedures for multiple security functions Makes significant improvements in processes, systems, or products Provides input into new products/processes and implements operational plans that have measurable impact on business or functional results Manage large, complex project initiatives of substantial importance to the organization with minimal oversight or direction Generates monthly program review charts while routinely assist with generating and presenting briefing material Perform security pre-screening of all potential employees, subcontractors, and consultants Initiate, maintain and terminate personnel security clearances with the applicable team member in JPAS/DISS to include SF86 and eQIP processing Manage all personnel security paperwork for accuracy, completion, and submission Conduct all security related employee briefings to include indoctrination, debriefing, courier, closed area, program access, OPSEC, Insider Threat, derivative classification, foreign travel, and routine annual security trainings Serve as facilities liaison for restricted areas and issue and track access badges for multiple locations Manage and implement a Security Education Training and Awareness (SETA) program Analyze and investigate security incidents and violations; prepare internal and external customer reports Prepare and maintain Fixed Facility Checklists (FFCs) in accordance with customer guidelines Centrally manage and maintain document control, personnel records, briefings, contracts, and other such security assets within SIMS to enforce and maintain accountability Manage and handle incoming and outgoing classified material, destruction and other such accountable items such as keys and equipment Occasionally assist with classified courier duties - requiring SCI clearances Prepare and participate in DCSA and IC community Security Assessments Experienced with and understanding of DD-254 security requirements and clauses Physical security duties include, but are not limited to, combinations, access control systems, alarm accesses, secure area modifications and buildouts Responsible for adhering to L3Harris corporate policies on protecting intellectual property, PII protection, Insider Threat, and other such policies Must be willing to travel to support customer needs Qualifications:

Must possess an active Top-Secret clearance with current in-scope eligibility and SSBI date. An in-scope FS or CI Poly. Requires comprehensive level knowledge of job area typically obtained through advanced education combined with experience. May have in-depth knowledge of project management. Bachelor's Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience. CDSE FSO Program Management for Possessing Facilities certification In-depth working knowledge of NISPOM security requirements and various DCSA Information Systems (JPAS, NISS and DISS at minimum) Knowledgeable of ITP planning, to include CI incident response strategy implementation Experience serving on in Insider Threat Working Group and working closely with SMO and other ITP stakeholders to develop and maintain Insider Threat compliance at the site level Experience with implementing and enforcing complete central management in access control systems such as SIMS Experience with leading or managing Security Vulnerability Assessments resulting in a commendable or superior rating category Experience with developing security response statements for security-related RFP sections Proficient experience with Microsoft Office Suite Preferred Additional Skills:
