Description

The Education and Labor Cabinet's mission is to educate, prepare and train Kentucky's current and futureworkforces. Our goal is to create and make continuous improvements to an education and workforce system thatprepares Kentuckians for the 21st century workforce, while helping businesses find the skilled workers theyneed to compete and create jobs in the Commonwealth.

The Career Development Office provides workforce services to Kentuckians who are unemployed, under-employed,or searching for a new career path. We also provide a variety of services, such as assistance withunemployment insurance, business downsizing, labor market information, job postings, and recruiting andtraining.

This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely asthe result of a federal grant. The duration of employment shall not exceed the life of the federal grant thatfunds the position. An employee appointed to an FFTL position is required to meet the minimum requirements forthe classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non-merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit)employee in a permanent position.

Job Duties:Provides statewide workforce services and outreach activities serving Foreign Labor Certificationparticipants.Acts as multilingual outreach worker ensuring any communication (written and oral) is accessible inlanguage spoken by majority of the Migrant and Seasonal Farm Workers. Helps to maintain engagement andknowledge of the program.Coordinates outreach and provides on-site assistance for employment services to include job applicationpreparation and employment referrals.Examines working and housing conditions, documents, and reports any apparent violations and/orcomplaints and completes follow-up as needed.Provides training and information related to statewide Kentucky Career Center services, benefits, andprotections afforded MSFWs to include training and resources on protecting farm-workers against sexualharassment, coercion, assault, and human trafficking.Maintains records of contacts made and services provided as well as possible violations, complaints,and actions taken.Preferred Knowledge/Skills/Abilities:

Exceptional written and verbal communication skillsExcellent time management skillsAbility to multitask and work under pressureBi-lingual due to population of MSFWsThis position will have access to confidential and sensitive information.

The successful candidate will berequired to ensure the safeguarding and security of all confidential and sensitive information and will berequired to complete trainings, sign acknowledgements, follow all policies and adhere to all statutes andrequirements pertaining to the safeguarding and security of confidential and sensitive information whileemployed and after employment ends.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Two years experience in reviewing, monitoring, determining eligibility for, and/or administering employment service or unemployment insurance programs, or experience in education, public administration, business, human services, military, human resources or a related field.

Substitute EDUCATION for EXPERIENCE: A master's degree will substitute for one year of the required experience.

Substitute EXPERIENCE for EDUCATION: Work experience in workforce programs such as WIOA, employment services, and/or unemployment insurance programs, or experience in education, public administration, business, human services, military, human resources or a related field will substitute for the required education on a year-for-year basis.

Working Conditions

Incumbents working in this job title typically perform duties in an office setting. Travel is required.
