Job Description

Only qualified Business Intelligence (BI) Consultant candidates located near the West Jordan, UT area to be considered due to the position requiring an onsite presence

The client is looking for an experienced Business Intelligence (BI) Consultant to support the CLIENT in collecting, integrating, coding, querying, and reporting data.

Typical Qualifications:

• 5+ years of experience in business intelligence, data analytics, or a similar role.

• Proven experience developing BI solutions using Power BI.

• Strong expertise in data integration, data transformation and loading (ETL) processes, and data warehousing concepts, including the ability to transform and model data from various sources working with large-scale datasets in cloud environments.

• Hands-on experience with predictive analytics, data modeling, and developing dashboards for executive use.

• Proficiency in documenting processes, creating data dictionaries, and maintaining BI architecture documentation

• Knowledge of data modeling, data warehousing concepts, and best practices.

• Strong analytical, research, and organizational skills, with impeccable attention to detail.

• Knowledge of SQL and scripting languages (Python, R) for data analysis and automation

• Experience with relational databases such as Informix, PostgreSQL, and understanding data warehouse technologies (Big Query, GCP).

• Experience with data warehouse technologies (e.g., Redshift, Snowflake) and cloud platforms (e.g., AWS, GCP)

• Understanding of regulatory requirements related to data privacy and security, particularly in a government or public service context

• Good understanding of GitHub database version control.

• Ability to test and troubleshoot using appropriate methodologies and techniques.

• Excellent written/verbal communication, interpersonal, and organizational skills required.

• Interact with people in a manner that shows sensitivity, tact, and professionalism.

• Familiarity with correctional or public safety systems and understanding of operational metrics specific to the corrections environment

The selected Contractor will:

• Develop and maintain systems for collecting, storing, and analyzing data from various sources within the corrections system.

• Create dashboards and reports that provide insights into Key Performance Indicators (KPIs) such as recidivism rates, program participation and effectiveness, staff turnover, and operational costs.

• Use predictive analytics to identify trends and forecast future challenges within the correctional system.

• Analyze data to recommend optimal resource allocation.

• Collaborate with CLIENT staff to implement and design the O-Track system, ensuring smooth integration of complex datasets.

• Provide regular oral and written reports and project updates to CLIENT.

Primary Duties & Responsibilities

The BI Consultant will perform the following tasks:

• Learn and research current CLIENT systems and the O-Track program.

• Create data models in BI dashboards, focusing on Releases and Length of Stay (LOS) Admissions.

• Develop and maintain a standard Date table with release and LOS data from the CLIENT system.

• Provide updates to the Executive Team on Power BI work and progress.

• Conduct KPI research, data gathering, and review scripts.

• Refine the data gathering process for KPIs.

• Update grievance metrics with information provided by Subject Matter Experts.

• Create popups for KPI cards.

• Work on data and Power BI development, planning detailed reports.

• Test the security of Power BI.

• Work with CLIENT staff and continue coordination on Cognos.

• Collaborate with CLIENT on state server permissions, BI appearances and features, and implementing suggestions.

• Conduct KPI-HR research, troubleshooting, and implement solutions.

• Create a data dictionary, scripting and import scripts.

• Create table scripts and stored procedures.

• Gather data for Human Resources and Board of Pardons and Parole changes.

• Learn procedures in Informix.

• Code logic into tables.

• Develop reports on inmate populations, grievances, available beds, etc.

• Discuss project requirements with key stakeholders to determine objectives, timeframe, and deliverables.

• Collaborate with the data warehouse administration on design and performance needs.

• Collaborate with the data warehouse administration on data pipelines to ingest, transform, and load data from various sources such as on-premise Informix databases and eventually PostgreSQL from AWS into Big Query in GCP.

• Implement data security best practices, manage access controls, and ensure compliance with relevant regulations and standards.

• Develop and enforce data governance policies, data quality standards, and best practices.

• Work closely with data analysts, engineers, and business stakeholders to understand data requirements and deliver solutions that meet their needs.

• Document business intelligence architecture, processes, and best practices. Provide training and support to team members and end-users.

• Accommodate work that needs to be performed both during and after business hours.

• Other tasks as assigned.
