Job Description
APPLICANTS MUST BE PERMANENT IN THE ADMINISTRATIVE STAFF ANALYST CIVIL SERVICE TITLE OR IN A COMPARABLE TITLE ELIGIBLE FOR 6.1.9 TITLE CHANGE.
The Department of Social Services (DSS) is comprised of the administrative units of the New York City Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.
Under the direction of the Senior Director, with latitude for independent judgment, the Director of Training is responsible for performing difficult and professional work administering, directing, and monitoring the eligibility training and staff development activities. The Training Director plans, supervises, and evaluates the activities of the supervisory staff who prepares and conducts the studies and analysis of the training objectives of DSS/HRA/DHS employees.
The Office of Policy, Procedures, and Training (OPPT) is seeking an Administrative Staff Analyst NMI to function as Training Director who will:
Plan, manage, and direct the development and delivery of training activities to Agency staff to ensure efficiency and productivity.
Oversee development of curriculum standards, assess training needs, and direct the design and development of training programs.
Supervise the on-site day-to-day activities of Senior Trainers/Trainers ensuring high-quality work products.
Collaborate with various outside agencies and vendors to identify training opportunities.
Attend Agency meetings on behalf of the Senior Director of Training.
Oversee the design, implementation, and facilitation of train the trainer workshops.
Responsible for the analysis and review of Quality Control reports.
Maintain appropriate training materials, resources, and tools.
Liaise with Information Technology Services (ITS) to keep abreast of system/software changes.
Complete assignments and troubleshoot for the Senior Director as requested.
Work Location: 4 World Trade Center, New York, NY
Hours/Schedule: 9am – 5 pm with flex
Minimum Qualifications
1. A master's degree from an accredited college in a relevant field and two years of satisfactory full-time professional experience in specified areas, including 18 months in a managerial capacity; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described above, including the 18 months of executive, managerial, administrative or supervisory experience.
Preferred Skills
Excellent communication and writing skills.
Knowledge of Agency operations and NYS social service policy/procedures.
Strong analytical, problem-solving, and time management skills.
Detail oriented.
Exceptional Excel Skills.
Residency Requirement
New York City residency is generally required within 90 days of appointment.
