DescriptionGrey Street Consulting, LLC (Grey Street), a leading small business provider of Human Resources (HR) operational support services to Federal civilian and defense agencies, is seeking to hire a Human Resources Specialist to support our clients within the U.S. Department of Transportation (DOT).DOT is located in SW Washington, DC, and is currently being performed in a remote capacity. Candidates need to be agreeable to the possibility of the government returning staff on-site, potentially multiple days per pay period in the future.Essential Duties and ResponsibilitiesRecruitment and Placement
The contractor works with managers and/or subject matter experts to fill a wide variety of positions through General Schedule grade 15 in assigned organizations through use of merit, competitive, and/or non-competitive hiring mechanisms.Partners with the Department's Automated Staffing Office (ASO), supervisor and/or subject matter expert, determining method for advertising position, assisting in developing job analysis, assisting in selecting/creating questions, and acting as a liaison with the ASO in developing and posting vacancy announcements.Partners with the ASO in verifying basic qualifications; adjudicating veterans' preference; informing hiring official of hiring requirements; issuing selection certificates; tracking progress in meeting OPM's and Departmental hiring reform goals; responding to objections, requests for reconsideration, and grievances/appeals associated with staffing actions; working with managers and supervisor to identify opportunities for noncompetitive hiring; reviewing and processing superior qualification appointments bonuses; applying pay setting calculations; extending job offers; resolving issues associated with hiring action(s); follow-up with applicants; and close-out of files.The specialist codes SF-52s and/or processes a full range of personnel/payroll actions and performs regulatory review of SF-52s to ensure appropriate documentation.Provides in-depth, comprehensive advice and services regarding merit staffing and competitive/delegated examining unit recruitment and placement opportunities to headquarter and regional offices.Supports related programs by providing advisory services and review in areas of classification principles, Reduction in Force (RIF), Permanent Change of Station (PCS), Priority Placement Program, benefits entitlements, Veteran Preference, and special hiring authorities.Position Classification
Interpret and adapt classification standards/guides to secure sound classification on positions.Classifies and recruits for administrative, technical, and professional positions through the equivalent of GS-15 grade level.Provides classification and position management advice, guidance, and assistance to managers, administrative staff, employees, and other HR staff.Advises on Federal, DOT and FTA regulations, policies, practices and procedures; reviews and analyzes questions, issues and problems from a position management and position classification perspective; and provides appropriate advice and recommendations, including alternatives.Participates in efforts to develop new and/or improved position classification and position management processes, procedures, policies, and automated systems.Reviews and approves classification requests for new positions, vice actions, identical additional positions, and expert consultant positions.Advisory Services
Provides advisory, consultant, and technical services to supervisors, managers, employees, and HR staff in the areas of recruitment and internal placement, staffing, pay, position classification, position management, relocation services, accommodations, and other related personnel issues.Advises on a full range of placement actions (competitive and excepted service), assuring compliance with all statutory and regulatory requirements. Responsible for the technical accuracy and adequacy of personnel action requests affecting employees; providing technical advice and assistance to initiating office in resolving problems.Communicates with co-workers, supervisors, and employees in performing human resource advice and assistance work. Prepares reports, letters, or other documents to convey information related to human resources.Maintains professional work relations with internal and external customers fostering a commitment to overall quality customer service.RequirementsJob Requirements and ExperienceThe experienced Human Resources professional must have a minimum of 5 years of relevant experience working independently and has demonstrated via direct experience the application of the principles and practices of human resource management in the areas of recruitment and placement, hiring and classification, analyzing and resolving a variety of human resource issues, researching and applying regulations and practices, developing job analyses and crediting plans, coordinating and implementing recruitment programs, and making recommendations to management.Capability of learning additional software that may be required for the position.ADA RequirementsOperate a PC and phone in an office environment.Work in a primarily sedentary position.Perform some bending, light lifting, and carrying of equipment may be required.Any additional office equipment that is required by the position.Grey Street Consulting, LLC is an Equal Opportunity/Affirmative Action employer.
