Lead Systems Engineer – Chem/Bio
to join our team!
Bring chem/bio experience to advise and support Research and Development (R&D) and Acquisition program managers to plan, design, develop, test, and transition chem/bio solutions. Be an integral part of a fast-paced technical/systems engineering team that interfaces across multiple R&D, Acquisition, and Headquarters offices/programs. Must be able to critically analyze issues, think outside-the-box; work in dynamic/changing and fast-paced environments; build consensus among diverse stakeholders; and work in teams.
Please note, this position currently offers a flexible telework schedule to candidates within the Northern Capital Region. Only highly qualified applicants outside of the NCR will be considered and may be responsible for their own travel per customer request.
Responsibilities include but are not limited to:
Advising program managers in planning and executing systems engineering/technical activities such as:
Conducting assessments of technology maturity
Conducting technical reviews
Assessing and managing technical risks
Analyzing technical artifacts
Developing requirements
Developing technology roadmaps
Developing conceptual architectures
Developing transition strategies
Analyzing business processes
Assessing program solutions
Conducting trade studies
Conducting cost/performance and feasibility analyses
Developing technical objectives and measures
Identifying sources of technical risk
Developing risk mitigation plans and strategies
Assessing strategic-/mission-level needs
Minimum qualifications:
Technical management of Chem/Bio programs
General knowledge in Homeland Security Mission, Operations, Programs, and Policies
The ability and drive to develop a comprehensive understanding of the applicable mission space and understand the operations and the environment to develop a conceptual view of what is needed from a materiel solution standpoint to improve mission performance.
The ability to understand what the necessary technologies are to bring a specific material solution concept into existence.
The ability to define the technical activities and associated technical risks to mature a technology to support a specific mission application.
Technical Systems Engineering and Analysis skills, tools and methods
Technical evaluation, project analysis, risk mitigation, technical writing, preparation of briefings, process tailoring, and data management
Effective verbal and written communications skills
Ability to self-direct, obtain consensus, and work in teams
Demonstrated initiative, sound judgement, and effective decision making
Preferred qualifications:
Technical or Operational experience within the applicable DHS mission domains.
In-Depth knowledge of DHS acquisition processes and policy.
Clearance requirements:
A current DHS Background Investigation is required to start
A current secret clearance is required
Physical Requirements:
Must be able to remain in a stationary position 50% of the time
The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine and computer printer.
The person in this position frequently communicates with co-workers, management and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations.
