CeLeen, an operating firm of Command Holdings, is seeking a Senior Accountant to support the Defense Intelligence Agency (DIA) Office of the Chief Financial Officer (CFO) with assessment and analysis work to improve financial planning, execution, reporting and analysis across all phases of the Planning, Programming, Budgeting, and Execution cycle.
Specific responsibilities include but are not limited to:
Provide analytical and subject matter expertise to the CFO and subordinate officesCoordinate with internal and external customers to develop process improvements, and communicate new processes to stakeholdersEnsure timely billing and collections of both federal and non-federal (public) debts in accordance with the DoD Financial Management Regulations (FMR,) Federal Accounting System Advisory Board (FASAB) and the Statements of Federal Financial Accounting Standards (SFFAS) it issues, as well as the Treasury Financial Manual (TFM)Develop and maintain positive communications with program management, client stakeholders, and key personnelCoordinate with third-party vendorsConduct special cost studiesPerform benchmarkingAnalyze data and identify solutions to improve the effectiveness and efficiency for processing transactionsIdentify lessons learned to establish trends and resolutions to improve effectivenessUpdate and document current Standard Operating Procedures (SOPs); implement approved processesPerform economic, regulatory, and data analysisPost business transactions, provide financial, administrative and audit support to the organizationProvide support in completing monthly and annual tasks in support of audit readinessConduct Accounting Operations Tasks (Accounts Receivable and Payable Functions)Post business transactions, provide financial, administrative and audit supportManage DIA debt processing and confidential military purchase fund transactionsBilling Cycle ManagementTransaction ReconciliationIntra-Governmental Transactions (IGT)Intra-Governmental Payments and Collections (IPAC)Government Travel Card Management (GTCC)Transactions by Others (TBO)Expected salary range: $95,000-$125,000.

Basic Qualifications
Bachelors degree OR 12 years of experience with government accounting.Current, active TS security clearance with the ability to obtain TS/SCI w/ CI PolyFinancial analysis and DOD accounting experienceOutstanding communication skills, influencing abilities, and client focusProfessional proficiency in English is requiredDemonstrated proficiency in using all Microsoft Office applicationsApplicants must be currently authorized to work in the United States on a full-time basis.
