Venesco LLC is looking for a

Program Manager

at Wright Patterson AFB. This position will provide Program Management support and assistance necessary to aid in the mission accomplishment of the Human Effectiveness Directorate, Bioeffects Division 711 HPW/RHD. The Bioeffects Division enable maximum safe exploitation of electromagnetic spectrum for national defense. Performance shall be according to the requirements.

FOPR 25-05

The 711th Human Performance Wing (711 HPW), headquartered at Wright-Patterson Air Force Base in Ohio, is the first human-centric warfare wing to consolidate human performance research, education and consultation under a single organization. Established under the Air Force Research Laboratory, the 711 HPW is comprised of the Airman Systems Directorate (RH) and the United States Air Force School of Aerospace Medicine (USAFSAM). The Wing delivers unparalleled capability to the Air Force through a combination of world class infrastructure and expertise of its diverse workforce of military, civilian and contractor personnel encompassing 75 occupational specialties including science and engineering, occupational health and safety, medical professions, technicians, educators, and business operations and support.

Responsibilities:

1.2.1 The contractor employee shall be responsible for providing program management expertise to support day to day operations within the Bioeffect Division portfolio, to include applying acquisition and program management principles, and expertise to guide program and project accomplishment through the various phases of the research acquisition lifecycle. 1.2.2 The contractor employee shall perform all tasks within this PWS in a professional manner. 1.2.3 The contractor employee shall follow in-place and help develop administrative and monitoring support tools as required to perform daily operations associated with establishment, maintenance and oversight of research projects. 1.2.4 The contractor employee shall participate and assist with guidance in the development of strategic and tactical acquisition planning, by defining the scope, cost, schedule, and performance parameters necessary to successfully complete projects within the Bioeffects Division. 1.2.5 The contractor employee shall demonstrate capability to collect, analyze and appraise acquisition data required to draw conclusions, and work with the project/program managers to devise solutions to problems relating to improvement of acquisition effectiveness and compliance. 1.2.6 The contractor employee shall possess and/or engage in learning defense acquisition and research policies and regulations and recommend appropriate action consistent with those guidelines. 1.2.7 The contractor employee shall proofread and edit project plans, research proposals, and data collected by program management team and/or support staff members for accuracy and consistency. 1.2.8 The contractor employee shall identify and document programmatic risks using expert judgment and historical data, and implement approved actions and workarounds required to mitigate and minimize the impact of project risk. 1.2.9 The contractor employee shall assist with all necessary contracting activities required to support project contract awards within the portfolio. This shall include assisting with the preparation of a statement of work with key input from Government and supporting documents for Request for Proposal release, and ensuring the necessary controls are in place to monitor the contract once awarded. 1.2.10 The contractor employee shall assist with the design and implementation of contractual and financial execution of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist. 1.2.11 The contractor employee shall utilize financial/programming data systems to retrieve, process, and synthesize information, generate reports to support analysis, and document requirements for additional system capabilities. The contractor employee shall be/become familiar with financial systems including the Comprehensive Cost and Requirement (CCaR) System. 1.2.12 The contractor employee shall perform budget tasks and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding. 1.2.13 The contractor employee shall provide technical guidance, advisory support, and assistance on a wide range of research management issues. 1.2.14 The contractor employee shall participate and provide expertise to the executive levels within the Government and to contract/industry representatives. If requested, the contractor employee shall participate in portfolio reviews, conferences, and meetings to deliver presentations on program requirements, advocate program objectives, status, accomplishments, challenges encountered and anticipated, and collaborations within and outside of the 711th Human Performance Wing. 1.2.15 The contractor employee shall demonstrate proficiency in Microsoft software programs which include: Word, Outlook, PowerPoint, Excel. 1.2.16 The contractor employee shall be able to acquire competency in program management and government business applications to support the expansion of electronic products required for project reporting and management delivered to Major Commands, management officials and identified program/project stakeholders (Semi-Annual Reviews, Quarterly and Ad Hoc Status Reports, and Program Management Reviews). Requirements

Mandatory Qualifications:

1.1.1.1 The contractor employee shall possess a bachelor's degree. 1.1.1.2 The contractor employee shall have a minimum APDP Level I certification in Program Management, and at least three (3) years demonstrated experience working as a Program Manager in a military environment. 1.1.1.3 The contractor employee shall have recent and relevant Program Management experience within the past 5 years. 1.1.1.4 The contractor employee shall have experience reviewing cost, schedule, and activity reports on projects, as well as performing cost, schedule and performance analysis. 1.1.1.5 The contractor employee shall have strong coordination, organization, teaming, and communication abilities, to include speaking English fluently. 1.1.1.6 The contractor employee shall possess experience completing tasks independently or with minimal guidance from others. 1.1.1.7 The contractor employee shall be able to obtain a Secret Clearance. 1.1.1.8 The contractor employee shall have a signed Non-Disclosure Agreement (NDA) in place with the company based on the potential access to confidential, proprietary, and/or sensitive information. The NDA shall be provided to the Government Program Manager by start of performance. Desired Qualifications

1.1.2.1 Currently possessing a Secret Clearance. 1.1.2.2 Experience with some or all tasks within this PWS.
