Nature of Work
The Transportation Contract Specialist performs administrative work pertaining to contract development in a division/district. Incumbent should have knowledge of all federal, state, and agency contract laws, policies, and procedures. Responsible for interpretation and application of policies and procedures. Monitors contracts throughout development and completion. Reviews specifications, administering competitive bid process, reviewing bids to ensure specifications are met, and awarding contracts to vendors. This classification is distinguished by broader scope of authority and discretion as well as more independent contract activities. Performs related duties as required.
Pay Grade 13
Typical Duties and Responsibilities
Research, develop, and maintain statewide contracts for the procurement of goods and services relating to the construction and maintenance of roadways.Oversees/monitors all aspects of the contract process.Evaluates bids and awards contracts.Prepare and edit contracts between the agency and potential vendors.Handle breach of contracts in a timely manner.Serve as the main liaison with outside contracting representatives.Develop and implement effective procurement proposals.Research regulations to guarantee contracts are updated and in compliance with laws.Coordinate with vendors to guarantee terms of contracts are fulfilled in compliance with the contract terms and regulations.Travel may be required; therefore, a valid driver's license is required.Required Skills and Knowledge
Knowledge of the State contract laws, rules and regulations.Knowledge of WV Purchasing Division rules and regulations.Knowledge of WVDOT Budget and Procurement Division rules and regulations.Ability to gather and analyze technical data relating to the characteristics of highly complex and varied commodities.Ability to communicate effectively, both orally and in writing.Ability to establish and maintain effective working relationships.Required Education and Experience
REQUIRED TRAINING/EDUCATION
Bachelor's degree from a regionally accredited college or university.Substitution: Full-time or equivalent part-time paid experience as described below may substitute for the required training.REQUIRED EXPERIENCE
Two (2) years of full-time or equivalent part-time paid experience in contracts, contract development,evaluating bids, contract negotiations, or purchasing.Substitution: A Master's degree from a regionally accredited college or university may substitute for the required experience.
