Job Summary This position is responsible for providing guidance and expertise in subgrantee contracting, policy/process development, and performing as lead in workgroups and risk mitigation efforts in the Employment and Training Programs (ETP) Division. The position is integral in the coordination of activities necessary for subgrantee funds to be issued with confidence that all compliance requirements are in place and are met. Working with a wide variety of stakeholders, this position will perform the lead role in administering all phases of the programmatic, technical, and budgetary aspects of ETP grants to implement Division policy, in compliance with state procurement laws (M.S. §16A.15 and §16C), federal standards, and DEED equity in contracting standards. This is the perfect role for an experienced coordinator who is excited to maintain compliance infrastructure from the ground up. Key Responsibilities Include: Overseeing the contracting process for the Employment and Training Division. Evaluating the Division's policies and programs to identify how to better serve Minnesotans. Identifying and implementing opportunities to partner with communities, nonprofits, private entities, and local and state government entities to identify policy solutions that work to advance the mission and vision of DEED and ETP. Providing leadership and guidance to staff who perform risk mitigation and contract compliance efforts within the Division. This position is telework eligible and is occasionally required to be on-site at the St. Paul office. Staff are provided with the tools and equi ment to be successful in a virtual work environment and may telework from anywhere in Minnesota or a neighboring state. Four (4) years* of experience in contract drafting and negotiations, reviewing documents/contracts for compliance, policy drafting/evaluation, or other closely related field as determined by the agency. *Bachelor's degree in political science, government, public administration, business, or other closely related field as determined by the agency may substitute one (1) year of experience; master's degree substitutes for eighteen (18) months of experience Applicants that meet the above minimum qualification will be further evaluated on the following: Knowledge of state and federal laws and regulations sufficient to interpret and apply statutory requirements to ensure compliance. Planning skills sufficient to plan and organize large projects, prioritize tasks, and make recommendations or decisions on the direction of projects. Ability to analyze program requirements, policies, regulations, and procedures to develop and implement improvements. Skill in establishing and maintaining collaborative relationships with teams and various stakeholders. Ability to effectively communicate, present information, and explain policies clearly and professionally to internal and external stakeholders. Preferred Qualifications Supervisory or lead work experience, including directing and assigning work, managing performance, and coaching or training staff. Knowledge and understanding of workforce development programs, statutory, policy, and state contracting requirements. Experience in contributing to legislative activities and knowledge of the legislative process. Organizational and time management skills with the ability to multi-task.
