DESCRIPTIVE STATEMENT:
This is a non-exempt position under general supervision of the Director of Stormwater. The Stormwater Utility Permit Compliance Specialist inspects all construction sites to assure compliance with the City of Pueblo's Municipal Separate Storm Sewer System (MS4) permit. The incumbent inspects detention facilities for operation and maintenance, inspects Best Management Practices (BMPs) used for construction sites and subdivision development, inspects construction of storm sewers, drainage facilities, structures, and other Stormwater related items for compliance to City of Pueblo's construction standards and approved plans. The ideal candidate has enforcement experience and enforces applicable City Ordinances and the City of Pueblo's NPDES Stormwater Quality Permit. The workload is typically split into 70% field work and 30% office work.

DUTIES & RESPONSIBILITIES:
ESSENTIAL FUNCTIONS:Inspects and approves commercial / residential subdivision post-construction stormwater management in new development and redevelopment sites - permanent control measures must be inspected at the time that the Certificate of Occupancy is requested and on an annual basisInspects and enforces stormwater regulations at construction projects, private and public drainage facilities, new infrastructure inspections, outfall monitoring, City owned facilities, and operations within the boundaries of the City of Pueblo's MS4 permitReads and understands Stormwater Management Plans and specificationsConducts stormwater inspections in a timely manner, according to a set inspection schedule, meeting the MS4 permit inspection frequencies and efficiently organizing workload according to priorities based on limited time and resourcesPerforms illicit discharge inspections within the City of Pueblo and unexpected assignments triggered by illicit discharge notifications which may need immediate attentionInvestigates and enforces stormwater violations and follows up as necessary to ensure compliance with the MS4 permitApplies discretion and judgment in the interpretation of pertinent codes and regulations when performing inspectionsPrepares written notices of violation and ensures corrective actions are taken as part of enforcement proceduresProvides guidance on Notices of Violations and other orders that are sent to violators in an attempt to correct violationsLeads criminal cases in Municipal Court and works with the Law Department on cases that may lead to trialPrepares clear and detailed inspection records and files pertaining to the City's MS4 PermitCollects and compiles essential information, including field monitoring water sampling, meeting chain of custody requirements for the delivery of samples to a laboratory testing facilityResponds to inquiries from contractors, the public, and other agencies relative to City stormwater quality regulations, policies, and proceduresAssists with stormwater management program annual reviewsUpdating GIS map to include illicit discharges and water quality data that must be incorporated into the MS4 SWMP PlanClearly communicates and explains violations, including communicating with contractors, HOA's, property owners, and business owners about inspection requirements, results, and completion deadlinesProvides enforcement recommendations for internal approvalAssists with public education events, as necessaryConducts training programs for city employees and develops operation and maintenance procedures to prevent and reduce pollutants in runoff from municipal operationsPerforms other related duties and responsibilities as required such as assisting with Stormwater Utility customer education and responding to drainage complaintsIMPORTANT FUNCTIONS:
