D.R. Horton, Inc. is currently looking for a _National Stormwater Compliance Manager_. The right candidate will be responsible for the development and management of national policy, practice, and procedure with respect to compliance with the Clean Water Act, and specifically, the National Pollutant Discharge Elimination Systems (NPDES) permitting program. Act as the corporate liaison to regions and divisions for NPDES related permitting and enforcement concerns.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
Develop, implement and manage the DHI Stormwater Management Strategy (SMS)Create, implement and manage Best Management Practices (BMPs). Assist regions and divisions in developing strategies and implementing improvements to ensure compliance with applicable federal, state, and local stormwater and environmental regulations and lawsReview stormwater related contracts to ensure consistency and compliance with company stormwater policies and objectives, as well as related federal, state, local regulations and lawsDevelop, implement and manage ongoing region and division stormwater training programsAid regions and divisions with the development, implementation and management of cost-efficient improvements to the company’s stormwater processesReview and oversee the implementation of revisions to the division’s and region’s stormwater permitting processes (such as Notices of Intent/Transfers/Modifications/Changes and Notices of Termination) and federal and state NPDES Construction General Permit authorizations as well as associated documentation (such as Stormwater Pollution Prevention Plans, Stormwater Management Plans, wetland permits, state and local storm water discharge regulations, and Erosion & Sediment Control plans)Examine stormwater inspections and act as the DHI Corporate liaison to regulatory agencies, providing appropriate responses to same as necessary to ensure compliance with federal, state and local stormwater regulations and lawsProvide recurrent review and assessment of region and division practices, procedures, administrative protocols and filings, policies, education and daily operations to ensure compliance with federal, state and local requirementsMaintain up to date knowledge of stormwater regulations and laws, industry standards and practices, BMPs, understanding and practical knowledge of federal, state, and local requirements to ensure complianceCommunicate with region and division personnel as necessary to provide stormwater compliance information and to ensure compliance with company stormwater policies and objectives, as well as applicable federal, state, local regulations and lawsContinued education to maintain certifications and knowledge in changes to environmental regulations and lawsAssist in the development of an ongoing improvements to existing and future stormwater management softwareConducts all business in a professional and ethical manner to the benefit, goodwill and profit of the companyAbility to travel extensively

Education and/or Experience * High school diploma or general education degree (GED) * Ten or more years related experience * Must have a vehicle and a valid driver’s license * Exceptional interpersonal, verbal and written communication skills * Must possess at least two, and possess or obtain within one year of employment, a total of three of the following four national stormwater certifications: Certified Professional in Erosion and Sediment Control (CPESC), Certified Erosion, Sediment, and Stormwater Inspector (CESSWI), Certified Professional in Stormwater Quality (CPSWQ), Certified Inspector of Sediment and Erosion Control (CISEC) * Ability to acquire state level certifications as necessary * Proficiency with MS Office and email * Ability to be exposed to outside weather conditions, walk on unlevel terrain, occasionally exposed to moving mechanical parts and machinery, fumes and airborne particles (particularly dust)
