Starting Salary Range: $56,209.00 - $66,907.00

EXAMPLES OF WORK TO BE PERFORMED:

Administering the City’s purchasing activities, including purchase cards. Assist City employees in properly completing solicitations, requests, and purchase orders for goods, services, and equipment. Consult with city departments regarding procurement needs and provide recommendations for the best approach to acquiring necessary goods and/or services. Advises departments on Local, State, and Federal procurement and contracting policies and procedures. Collaborates with departments on the development, advertisement, selecting, awarding, contracting, and monitoring of all formal and informal procurement methods, including quotes/RFQs/RFPs/ITB, which may include collecting and analyzing data, assisting with the preparation of the solicitation documents (excluding specifications), and analysis of results. Administer approved contractual agreements and ensure that goods and services delivered comply with the contract terms. Provide purchase and vendor reports when necessary. Act as a liaison between the City and vendors/salespersons; ensure completion of vendor registration forms and entry of data into vendor profile database. Assist in receiving, storing, and disposing of seized, found, confiscated, and surplus property in compliance with applicable laws or administrative guidelines. Participate in the bid evaluation process for city-wide bids and evaluation committees for best-value bids and proposals and provide guidance to departments in reviewing bids. Review vendor agreements and contracts; ensure proper procurement methods have been followed; perform budget checks and ensure all applicable forms have been submitted per City policy. Participate as a reviewer in the purchase order approval workflow. Train city employees on purchasing policies and procedures; provide technical expertise and support on the City’s financial system for purchasing activities. Create vendor profiles and maintain the City’s vendor database. Participate in regional, statewide, and other purchasing training organizations and vendor outreach programs to obtain a vigorous database of qualified and responsible vendors. Use all resources to source the best value for the city, which could include coordination of Citywide contracts and blanket purchase orders to capture the best economies of scale and the best return on investment for the City. REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of principles, methods, and practices of procurement Two (2) years of experience as a Buyer, Purchasing Coordinator or Budget Analyst Knowledge of state, local, and federal purchasing laws. Excellent verbal and written communication skills. Ability to establish and maintain effective working relationships with a diverse group of people (internal & external). Ability to present information to varying audiences. Ability to perform mathematical calculations and process transactions using automated systems. Strong proficiency using a computer and Google and Microsoft Suite products. Ability to organize and manage multiple tasks while paying close attention to details and deadlines. REQUIRED EDUCATION, TRAINING AND EXPERIENCE:

Bachelor’s degree is required (Finance, Business, Public Administration, or related field) or an equivalent combination of education and experience. Experience with municipal operations, policies, and procedures. Must possess a valid Texas Driver’s License. DESIRED TRAINING AND CERTIFICATION:

Certified Professional Public Buyer (CPPB) preferred Certified Public Procurement Officer (CPPO) preferred ESSENTIAL PHYSICAL FUNCTIONS:
