Position SummaryUnder the direction of the County Engineer, this position is responsible for planning, coordinating, scheduling, managing and reviewing design, engineering work, and construction in support of the Engineering Department Road & Bridge Program, Trail Program, and Vertical Capital Improvement Plan (CIP) Program projects implemented within the department.
Essential Functions
Plan, schedule, and inspect projects work for Road & Bridge Work Program, Sidewalk & Tail Work Program, and Vertical CIP Work Program.Coordinate with engineering personnel, designers and contractors on assigned projects.Oversight of projects from contract award to contract closeout.Coordinate and monitor the work of consultants and contractors on design and construction projects, including design consultants, and construction engineering and inspection (CEI) consultants.Perform contract administration.Organize, prepare design scope of services, construction scope of work, and process Requests for Proposals (RFPs) and Invitation to Bids (ITBs). Lead or assist with pre-bid and pre-proposal meetings.Review plans and specifications prepared by consultants to ensure construction readiness prior to procurement.Schedule public involvement meetings with consultants, and others within the county and make public presentations. Address comments and questions from the public regarding the project impact.Prepare reports for project and department documentation, county administration, Board of County Commissioners meetings, and interagency coordination.Coordinate with partnering agencies (e.g., Florida Department of Transportation, City of Palm Coast, City of Flagler Beach, City of Bunnell) to obtain project approvals and communicate project issues.Coordinate with other departments in particular Finance, Growth Management and General Services to establish and execute project requirements and provide updates on projects schedules and issues.Manage and coordinate the procurement process, including working with others in the preparation of bid documents and holding pre-bid and pre-construction meetings.Serve on procurement evaluation committees. Perform evaluation of consultant and contractor proposals for projects and participate in the evaluation of the most qualified firm to perform the work.Assist in writing technical specifications and reviewing quotes for construction contracts. Analyze technical issues and communicate Engineering decisions and policies to the consultants and contractors.Make construction field inspections, prepare reports of inspections, and recommend resolutions.Review consultant and contractor invoices and check actual periodic performance against project schedule. Maintain updated project schedules and cost estimates. Approve invoices for payment.Review and evaluate requests for additional information and plans clarifications.Monitor, analyze, and make reports on change orders, claims and supplemental agreements. Assist in negotiating contract changes and recommend changes to contracts and schedules.Recommend appropriate changes in contractor schedules to ensure project completion within schedule and review and recommend changes to project plans and specifications.Participate in the review and evaluation of project plans, reports and special provisions prepared by design consultants.Coordinate design issues identified during construction with additional staff as required.Ensure field inspections, reports, pay estimates, contractor requests, claims, etc. are responded to in a professional and timely manner. It also involves the insurance of accurate record drawings, and permit closeout.Perform other duties as assignedDuring emergencies, all employees are considered essential personnel and may be required to perform alternate duties.These essential functions are not to be construed as a complete statement of all duties performed. Minimum Qualifications
Must possess a bachelor's degree in civil engineering, or closely related field, from an accredited college or university.Possession of a Professional Engineer's License or a Fundamentals of Engineering (FE) is preferred.3-5 years' experience in the area of civil, construction, project management or relevant engineering experience.Must possess a valid State of Florida Driver's License.Flagler County is a drug free workplace, some positions may require a pre-employment drug screen.
