Our Administration Services Division is seeking a Program Analyst to join our team of dedicated records management professionals committed to excellence in the provision of records management services.
The selected candidate will be responsible for:
Consulting Services:
Provide consulting services and customer service related to assigned division or program areas to management and staff. Interpret existing State regulations, policies, and practices to include Virginia Public Records Act (VPRA) and guidelines and explain their application to users. Communicating effectively orally and in writing to all levels of employees and customers. Ensure records management principles are properly understood and executed consistently throughout the agency.Program Support:
Propose standards for the purpose of establishing uniform guidelines and procedures. Research, analyze, and develop policies, plans, and procedures.Reporting:
Prioritize and establish reporting protocols and records management processes to ensure alignment with agency goals and objectives and the VPRA.Business Strategies and Goal Implementation:
Research, compile and organize statistical data into reports to explain and resolve discrepancies in processes or policies. Continually monitor and evaluate records management practices within assigned Divisions or program areas. Recommend solutions to issues with agency-wide scope or impact. Provide support for implementation of recommendations from credible sources and data. Support other emerging needs related to operations for assigned division or program area.Review VDOT record retention and disposition schedules.Promote records management best practices.VDOT employees serve the residents of the Commonwealth and traveling public daily through our mission to plan, deliver, operate and maintain a transportation system that is safe, moves people and goods, enhances the economy, and improves quality of life. Minimum Qualifications
Ability to work well independently, as well as part of a team.Ability to research, compile and organize statistical data into reports.Knowledge of federal, state regulations, policies, and practices.Knowledge of principles, practices and tools identified as essential to the assigned unit.Skill in the use of computers, software applications and reporting tools.Ability to get work done through others, set clear and reasonable expectations.Ability to design, analyze, implement policies, procedures and programs.Ability to communicate effectively both orally and in writing to all levels of employees and customers.Ability to build constructive, effective relationships inside and outside the organization and provide strategic leadership.Skill in problem-solving and decision making.Additional Considerations
Experience in records, information management and information governance desired.Experience collaborating with peers and leadership throughout the agency to achieve goals.Certified Records Analysts (CRA) certification or can be obtained with in two years of hire.Experience in business administration or business analysis desired.Prior experience implementing metrics, evaluating program performance and reporting desired.Experience partnering within and across division lines to achieve goals.Knowledge of Project Management principles, practices and tools.Experience with records management systems and record retention schedules, policies, and procedures.
