Position SummaryThis position combines GIS expertise with IT knowledge to ensure that both general and GIS-specific software systems meet the technical needs of the city's operations. The GIS & IT Applications Manager will be responsible for the design, development, implementation and integration of customized GIS software applications as well as the City's business applications in efforts to provide city staff tools to enhance their ability to provide efficient and effective services. Oversees and administers the planning and coordination of GIS activities and programs; designs, develops and maintains a GIS through all aspects of GIS life cycles. Performs project management for business software solutions and supervises and participates in the maintenance of the City's software applications.

This is a management-level position with no direct reports. The successful candidate will be responsible for overseeing and driving essential processes, with the authority to make independent decisions that impact key operations and outcomes.

For application support, or to check the status of your application, contact Human Resources by e-mailingExamples of Duties•Manages and oversees the planning, coordinating, and maintenance of GIS business functions, including business processes for the upkeep of spatial data•Develops and maintains GIS system; plans, designs, maintains, and troubleshoots all aspects of the GIS system; customizes and configures software; makes recommendations regarding design and implementation of projects using GIS technology; performs data manipulation and integration in a database environment; and develops web-based interactive maps and applications for City-wide implementation.•Performs GIS application development support for all departments in response to City needs; oversee the integration of GIS into departmental workflow; Ensures quality assurance/quality control of data prior to GIS integration•Responsible for the integration of all Public Works GIS data with the city's Asset Management System•Assists in development and coordination of long-range plans for the evolution of the City's Geo database, helps prioritize and coordinate GIS implementation, utilization and application requests for departments.•Participates in budget recommendations as it relates to the GIS; submits justification for budget requests. Continually updates skills and knowledge to maintain a high level of proficiency in the latest GIS related technologies and makes recommendations when those technologies should be implemented to enhance business processes.•Act as primary system administrator for ERP, document management software, ITSM software, and other critical business systems.•Provide leadership to the City's ERP projects; Manage the life cycle of enterprise business application projects including initiating, planning, executing, monitoring, controlling, and closing•Maintain and enhance the performance of all new and existing business software and ERP applications; Ensure applications meet business requirements and systems goals, fulfill end users' requirements, identify and resolve ERP systems issues.•Design and implement workflow automations using various solutions to streamline department operations; Gather, document, and analyze business processes; Research and recommend new software solutions or enhancements to existing solutions and facilitate communication between departments for shared solutions;•Identify and evaluate industry trends relating to various applications and server hardware or software systems; Conduct research on hardware and software products to justify recommendations and to support purchasing efforts;•Perform duties associated with set-up, configuration and installation of departmental applications•Assist in the preparation and testing of the application in disaster recovery environment•Assist in the creation and maintenance of a Technical Information Library (TIL)•Field incoming issues, tickets, and escalations from end-users to resolve business application and software issues within servers, databases, and other mission-critical application systems•Participate in 24-hour on-call rotation.•Serve as back-up to IT Department staff with day-to-day operations; Perform other related duties as assignedTypical Qualifications

MINIMUM QUALIFICATIONS•Bachelor's degree in Geography, Geosciences, Information Systems, or Computer Science.•Five (5) years of progressively responsible experience developing Geographic Information Systems (GIS) applications•Valid Texas Class C Driver's License - driving record must be in compliance with City policy

PREFFERED QUALIFICATIONS•Masters degree in Geography, Geosciences, Information Systems, or Computer Science.•Municipal Information Technology project management experience

Mandatory contributions via payroll deduction - employee contributes 7% and the City matches 2 - 1.Term Life Insurance plan of 1x salary (upto $100,000) paid for by the City of Murphy. Supplemental coverage is available for purchase by the employee.Medical/Dental/Vision insurance. City has 2 medical plans (HDHP and PPO) and the city pays upto 100% of the premium for employees and provides upto 50% premium contribution for qualified dependents. Medical plan is with Blue Cross Blue Shield, Dental plan is with Ameritas, and Vision plan is with VSP.
