Job Description
Manages the Geographic Information System (GIS) team within the IT Services Department. The City's GIS is a highly integrated, complex enterprise system built on the ESRI platform, integral to various City departments' operations. This role oversees the vision, design, management, and leadership of the City's enterprise GIS program, encompassing GIS technology, services, and geospatial data. The incumbent also designs and administers technology infrastructure integration between GIS and other City business systems such as 911 Telecommunications, work management, permitting, document management, and financials. Additionally, the role provides comprehensive planning and system architecture design for GIS database and application systems across the City's integrated business functions.
Work is performed independently and supervised by the IT Services Assistant Director.
Essential Tasks
Oversee the planning, design, implementation, and maintenance of the enterprise GIS.Set project goals and objectives.Develop GIS policies, procedures, and organization-wide standards.Administer and monitor QA/QC of the enterprise GIS.Plan and manage budgets for GIS projects and applications.Recommend capital and operational expenditures, and track GIS-related budgets.Monitor performance against plans and address any variances.Obtain and manage GIS resources (hardware, software, and peripherals).Hire, supervise, and evaluate GIS staff.Develop and recommend GIS training programs.Coordinate GIS activities with user departments.Provide technical and project management support.Negotiate and manage consulting and service contracts.Serve as the interface between GIS staff and consulting professionals.Lead GIS initiatives with external organizations.Manage GIS committees and a multi-departmental GIS user group.Prepare GIS status reports.Act as a liaison with external organizations.Evaluate and promote technological advances and appropriate applications.Integrate GIS with city administrative systems and emergency preparedness/public safety functions.Manage GIS-themed Internet/Intranet web pages, applications, and data.Assist in planning and developing computer applications utilizing the enterprise GIS.Qualifications
Bachelor's degree in Geography, Planning, Computer Science, Engineering, GIS, or a related field. A Master's degree is strongly recommended.5 years of experience in a GIS-related field utilizing GIS software, application development, and field data collection and analysis.3 years of experience in direct project management of GIS.Strong customer-service abilities and communication skills.Ability to establish and maintain effective working relationships with managers, employees, vendors, and the general public.Ability to work efficiently under stress.Flexible schedule availability, including nights and weekends.Strong written and oral communication skills.Valid North Carolina Driver's License.Physical Requirements

Proficiency in basic computer skills, program planning, computer programming, system programming, and multi-platform environments is required. Familiarity with procurement processes, contract administration, grant applications, and local government operations is also crucial.
