is seeking a

Senior Learning Specialist

for the

Demographic and Health Surveys (DHS) Program

to design, deliver, and evaluate instructional and blended learning opportunities that emphasize technical skills-building, contribute to behavior change, and foster professional development for diverse audiences.

The Senior Learning Specialist will provide innovative approaches in instructional design and evaluation of courses featuring all elements of blended learning: experiential, participatory in-person courses, virtual instructor-led training, eLearning courses, instructional videos, job aids, action learning, mentoring, and other peer learning elements. The Senior Learning Specialist will design learning experiences with a focus on incorporating a variety of learning methods and the creation of an effective learning environment for participants. The Senior Learning Specialist is a member of the Capacity Strengthening team at The DHS Program.

The ideal candidate will be a dynamic person who enjoys working and collaborating with others. They have a gift for great customer service and communication skills.

This is a full-time position, seconded to ICF, located at the ICF office in Rockville, Maryland, and follows the EnCompass flexible hybrid work model with split time between telework and the office. This person may also be expected to work from client sites in the Washington, DC metro area, as needed.

Technical:

Contribute expertise and innovative approaches; bring leading-edge thinking, methodologies and approaches to training, capacity strengthening, professional development, organizational development, communications/knowledge management, leadership, supervisory, and/or management development training, learning and leadership development programsDevelop blended learning courses and speak knowledgeably with DHS Program staff and country counterparts about the value of blended learningLead and/or support the design of learning evaluations, using Kirkpatrick Levels 1, 2, and 3Provide guidance and support on leadership assessment tools such as 360-degree feedback, StrengthsFinder, and othersDesign curricula, using creative, innovative and evidence-based approachesDevelop dynamic, experiential learning session designs including macro designs based on client content, micro designs and training scriptsWork with DHS Program staff and country counterparts to conduct assessments including research, focus groups, document reviews and telephone interviewsWork closely with DHS Program subject matter experts throughout the project phases to develop learning programs and to ensure content accuracy and alignment with learning objectivesDevelop course content for virtual learning programsEvaluate learner data and creatively address opportunities and difficultiesFacilitate face-to-face workshops and conducts training sessions, in person or virtuallyFacilitate group process, strategy and learning sessionsFoster a culture of innovative learning solutionsIncorporate promising practices and techniques for advancing gender equity and inclusive practices in learning solutionsUse strengths-based approaches, including Appreciative InquiryManagement:

Adhere to EnCompass gender and inclusive development best practices and serve as a model for colleagues regarding gender and inclusive developmentManage training projects from design to implementation, including scope, budget, timeline and quality assurance for assigned training activitiesEffectively communicate training project deliverables to DHS Program staff, team members, and other stakeholders in a clear and concise mannerOther:

Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events, and providing administrative support to other team members as neededOther duties as assignedPosition RequirementsQualifications

Academic QualificationsMinimum of High School diploma and 12 years of professional experience; OR Associate's degree and 10 years' experience; OR Bachelor's degree and 8 years' experience; OR Master's degree or higher and 6 years' experienceDegree in Education, Curriculum Design, Organizational Development, Communications, Instructional Design, International Development, or a related field if held.Experience and Skills

Minimum of 6 years' experience in designing and facilitating interactive learning experiences and designing curricula based on experiential, adult-centered learning, and using blended learning and innovative technologies in the international development, INGOs, or health fieldExpertise in learning including adult learning, participatory methods, instructional design, whole systems design, eLearning and related topicsExperience in designing storyboards for eLearning, videos, and animations to be delivered through a Learning Management System (LMS)Experience in field of international development, experience working with United Nations agencies, USAID, and other international organizations preferredKnowledge of leadership frameworks, behaviors, developmental activities and approachesExpertise in leadership and management development theory and practiceStrong planning, organization, and strategic thinking skillsAn appetite for learning, curiosity, and a willingness to experiment in new ways of workingAbility to embrace and flourish in an appreciative, strengths-based environment and guide others in using an appreciative approachResponsible for diversity, equity, inclusion, and accessibility both in programmatic work and with internal teamCommitted to gender equality and inclusive development, both in programmatic work and with internal teamDemonstrated ability to manage multiple projects simultaneously and deliver quality, client-focused results on time and within budgetAbility to build effective working relations with clients and colleagues; strong interpersonal skillsExceptional communication (verbal and written) and presentation skills with a dynamic, engaging facilitation styleExcellent customer and communication skillsDynamic, resourceful, collaborative and a team playerPreferred Experience and Skills

The pay range for this role allows for the wide variety of factors that are considered in making compensation decisions including, but not limited to skill sets, experience and training, certifications, and other business and organizational needs. At EnCompass, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $94,500-$110,000.
