Pay Range:
$80,000 - $95,000
The salary range for this position is determined based on a variety of factors, including but not limited to, experience, qualifications, skill level, and location. The final salary offer will fall within this range and will be commensurate with the candidate’s background and the specific demands of the role.
ResponsibilitiesJob Summary
Function as a DoD JOPES SME and lead Business Process expert and Functional Analyst supporting the DISA GFM program. Collaborates with JOPES business users, functional experts, and DISA C2 PEO experts on improving and modernizing JOPES to implement the new JPES system. Will lead the development of new epics and user stories for the new application. Will work with BAs, Functionals, and other experts to implement new capabilities.
Job Responsibilities Include:
Primarily responsible for translating business requirements from the customer and Joint Staff Use Cases into epics and user stories for JPES (follow on system to JOPES)
Provide knowledge and experience of the Joint Operations Planning and Execution System (JOPES) processes and data
Work with the user community and product owner(s) to develop user stories that are accurate and complete and have testable acceptance criteria
Work with the GFM ScrumMaster to ensure that the user stories and acceptance criteria match the user community and product owners' requirements
Lead design sessions and builds consensus for JPES functionality
Helps improve the user experience and usability of the application
Work with the development teams to refine and validate user stories
Work with the product owners to ensure that business needs are captured and addressed
Work within Jira to keep Agile work products and artifacts accurate and updated
Conduct weekly JAD sessions with the Product owners and JOPES user Community
Work with Scrum Master to ensure that automated testing matches the acceptance criteria as part of sprint release for all stories
Other duties as assigned.
QualificationsRequirements:
Must have active DoD Security Clearance of Secret or higher
Education:
Bachelor’s degree in a relevant discipline. Equivalent work experience will be considered.
Experience:
5+ years of experience in JOPES planning
Deep knowledge of CJCSM 3122.05 or newer versions of this document
Must have hands on experience creating and managing Time Phase Force Deployment Data (JOPES TPFDD) from initiation to execution
Must be familiar with the various JOPES roles and approvals needed to transition a Plan from initiated to executed
Must be familiar with common force planning terminology including but not limited to:
TTPFDD
OPLAN
PID
ULN
FTN
TTAN
POC
POD
POE
UTC
JPEC
COCOM
Working knowledge of Rapid Query Tool (RQT)
Skills:
Excellent communication and interpersonal skills
Must be able to communicate strategic information to all levels of civilian and military personnel
Must be able to interact and support senior executives and mission leaders
Preferred:
Experience with Agile program management methodologies
Hands-on experience with force deployments using JOPES and additional systems (i.e. JCRM)
