DeBra-Kuempel combines the expertise of two of the tri-state’s oldest and most innovative companies, providing mechanical and electrical services to Cincinnati, Dayton, Columbus, Evansville, Lexington, Louisville, and the surrounding areas.SUMMARYThe Human Resources Director will be responsible for HR duties related to current employees and matters related to their continuing employment with the Company. This position will also be responsible for the administration of Human Resource policies and procedures for the Company working along with an Executive Management Team, Corporate HR and Legal. The ideal candidate will also manage the development of employees while complying with all federal, state and local laws pertaining to employment. This job requires a high energy level with a focus towards administration, compliance, analysis, and excellent customer service.ESSENTIAL DUTIES AND RESPONSIBILITIESWith a high level of customer service, proactively collaborates with the Executive Team to align HR initiatives in support of Debra-Kuempel business objectives. As an individual contributor ensure large-scale initiatives and day-to-day responsibilities are completed on time with a sense of urgency.Supports Executive Team with providing guidance on employment laws, human resources practices, and related workforce issues that could impact business continuity or operations.Develop and maintain positive and collaborative relationships through all levels of the organization.Maintains hiring, discipline, and termination practices in compliance with all applicable state and federal regulations including but not limited to EEOC and OFCCP compliance.Posts jobs using company approved system (UKG) and works with hiring managers to ensure qualified candidates are hired using legally compliant methods.Recruits, develops and retains employees utilizing internal programs and Corporate resources.Ensures company field and office personnel, union and nonunion, supervisory and nonsupervisory complete all company required compliance courses annually.Conducts intakes for any HR related complaints or concerns and escalates to Corporate HR and Legal for support with investigations.Coordinates new hire requests, interviewing process, pre-employment screening, and new hire documentation in compliance with all state and federal regulations.Creates compliant annual Affirmative Action Plan, EEO-1, VETS Reports and related Federal or State reports.Responsible for ongoing compliance of maintaining employee files and associated records in accordance with company record retention policies and all state and federal requirements.Works closely with Payroll Team and Controller on payroll related tasks such as new group benefits, salary increases, PTO balances; Etc.Manage Corporate Benefits (Medical/Dental/Life/FSA) enrollments, changes and billing as required in accordance with any applicable corporate deadlines and regulations.Responsible for mediating employee conflicts and processing terminations in compliance with any relevant state or union CBA guidelines.Maintain COVID-19 records, stay abreast of new Federal/State/Corp guidelines, conduct phone interviews with confirmed cases (if close contact), and determine quarantine period and return to work date.Escalates higher risk areas to Corporate HR for assistance with resolution.QUALIFICATIONSTo perform this job successfully, the individual must be able to perform each essential duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.POSITION REQUIREMENTS/ PREFERRED EDUCATION AND EXPERIENCEA Bachelor’s degree in Human Resource Management or a related field required.10+ years progressive experience in human resources required, experience must include direct recruiting, employee relations, benefits administration, and HR compliance responsibilities.Experience in effectively providing proactive insights and guidance to senior leadership team.Demonstrated knowledge of federal, state and local employment laws and regulations.Demonstrated experience in maintaining confidence in all sensitive matters (i.e., employee relations, compensation, COVID-19, etc.)Human resource experience in the construction industry and/or unions a plus.PHR/SHRM certification preferred. Continuing education to stay up to date on current rules and regulations and/or certifications.ATTRIBUTES AND SKILLSHigh initiative to develop and drive HR processes.Must possess excellent written and verbal communications skills.Technologically savvy; advanced proficiency in Microsoft Excel and Word and the ability to operate in the various online HR portals required by Corporate.Must think strategically, make sound decisions, and produce accurate and timely results.Must build positive working relationships with multiple levels of employees and management.Must prioritize in a fast-paced multi-task environment.Must work with minimal supervision.Must be well-organized, friendly, polite, respectful, and be able to deal with a constantly changing environment.Exemplify strong emotional intelligence and people skills, while being a self-starter with a positive attitude.Must demonstrate commitment to Values (Mutual Respect and Trust; Commitment to Safety; Teamwork, Integrity, Discipline, Transparency).PHYSICAL REQUIREMENTSWhile performing the duties of this job, the employee is regularly required to talk and hear; move within the office to retrieve files and meet with employees in their offices or conference room.Able to work at a computer (reading and keying) or extended periods of time.This role requires communicating verbally and in writing one on one, in small groups, as well as presenting to larger groups of employees.This role will require working onsite in the Corporate office and requires some travel to company job sites.
