The position holds accountability for all project management related activities including, but not limited to leading projects and managing project team resources; facilitating scope, requirements and design specification elicitation sessions among business and technical users; writing and maintaining vision, scope, communication, training and deployment documents; managing and driving UAT and solution testing/sign-off, conveying accurate and timely project status, identifying issues and risks.RESPONSIBILITIES:Core ResponsibilitiesCreates and executes project work schedules and plans then revises as appropriate to meet changing needs and requirements.Identifies resources needed and assigns individual responsibilities.Manages day-to-day operational aspects of a project and scope.Reviews deliverables prepared by team.Effectively applies our methodology and enforces project standards.Prepares reports, reviews and quality assurance procedures.Minimizes exposure and risk on project(s).Ensures project documents are complete, current, and stored appropriately.Assumes responsibility and ownership of releases by driving toward successful completion.CommunicationFacilitates team and client meetings effectively.Holds regular status meetings with project team.Keeps project team well informed of changes within the organization and general corporate news.Effectively communicates relevant project information to superiors.Delivers engaging, informative, well-organized presentations.Resolves and/or escalates issues in a timely fashion.Understands how to communicate difficult/sensitive information tactfully.Technical UnderstandingPossesses general understanding in the areas of application programming, database and system design.Understands Internet, Intranet, Extranet and client/server architectures.Maintains awareness of new and emerging technologies and their potential application on existing business processes and systems.LeadershipChallenges others to develop as leaders while serving as a role model and mentor.Inspires coworkers to attain goals and pursue excellence.Identifies opportunities for improvement and makes constructive suggestions for change.Manages the process of innovative change effectively.Remains on the forefront of emerging industry practices.TeamworkEffectively utilizes each team member to his/her fullest potential.Motivates team to work together in the most efficient manner.Keeps track of lessons learned and shares those lessons with team members.Mitigates team conflict and communication problems.ManagementManages day-to-day interactions with project team members and business stakeholders.Sets and manages expectations with the business.Communicates effectively with all project team members to identify needs and evaluate alternative business solutions.Continually seeks opportunities to increase project and resource effectiveness.ORGANIZATIONAL RESPONSIBILITIESSuggests areas for improvement in internal processes along with possible solutions.Leads internal teams/task forces.Reviews the status reports of team members and addresses issues as appropriate.Complies with and helps to enforce standard PM/Release policies and procedures.QUALIFICATIONS:The Project/Release Manager actively participates in planning and designing information technology solutions. Responsible for the successful facilitation and documentation of the business and functional requirements, works closely with the business user community, IT development staff, systems manager and Systems Architect to ensure clarity and timely delivery of business and functional requirements. Required to create and manage technical project plans and schedules to deliver the identified requirements and software upgrades to the assigned project. Extensive knowledge with relational database concepts, and client-server concepts. Relies on experience and judgment to plan and accomplish goals. Performs a variety of complicated tasks. May lead and direct the work of others. A wide degree of creativity and latitude is expected.Education - College degree, preferably a B.S. in Engineering, Computer Science from an accredited college or university or equivalent experience in programming in a distributed computing environment.Experience - Six (6) or more years of work experience in project or release management within IT development field with three (3) of those years in the healthcare industry; OR any combination of academic education, professional training, or work experience which demonstrates the ability to perform the duties of the position. 3-5 years in the IT industry facilitating business and functional requirements of large, complex projects across multiple business units. Expert with all aspects of Microsoft Office products. Gained experience with Microsoft InfoPath design development.Required non-technical proficiencies and knowledge - Critical skills include excellent interviewing, facilitation, organization, analytical and problem solving, mentoring and strong verbal communications and documentation writing abilities; Strong customer service skills and prior experience supporting internal customers; Good presentation skills and the ability to provide end-user training when needed; Ability to make judgments, decisions and suggestions for procedural improvements; Ability to handle fast-paced work flow and multi-task; Flexible to meet changing needs and multiple tasks; Excellent follow-through skills with strong attention to detail; Strong ability to develop, understand and translate detailed requirements documentation from business client requirements; Adaptive and open to frequent changes in work environment and prioritization; Able to manage multiple competing deadlines; Efficiently able to work independently and as part of a team.Required technical proficiencies/knowledge - Familiar with advanced Project Management topics, IT concepts, IT policies, connectivity and security. Familiar with web technologies, hardware platforms, and MS Operating Systems. Knowledgeable designer of Intranet and/or web-based systems. Knowledgeable user of MS project or other PM tools as well as intranet concepts. Strong experience with client/server databases and reporting tools; Enhanced knowledge of database structure and design; Thorough understanding of Software Development Life Cycle and change management; Expert with all aspects of Microsoft Office and other Microsoft products. (InfoPath, Word, Excel, Access, Project, XML, MS SQL Server, SharePoint, VSS, Microsoft Windows); Ability to understand and convert business requirements into technical specifications; Strong interfaces; Strong knowledge of Internet formats and languages; Enhanced knowledge of software quality assurance methodology and practice; understanding of systems and applications with the ability to learn managed healthcare systems, business analysis and problem solving.Paradigm believes that fostering a diverse and inclusive workplace is central to our mission of helping more people and transforming lives.
