Job Description

This opportunity is a hybrid opportunity allowing for flexibility between virtual and in-person work subject to the Authority telework policy.

MARKETING STATEMENT

Metro seeks a Grant and Financial Management Officer to assist with the management of a grant portfolio currently at over $3B. The position will assist with identification, application, management, reporting, and closeout of both formula and competitive grants for capital needs and operating assistance from the US Department of Transportation/Federal Transit Administration, the Department of Homeland Security/Federal Emergency Management Agency, and other US Federal agencies.

The position supports the Funds and Grants Management team within the Finance Office. The team supports the capital and operating programs to advance the Authority's priorities and invests federal, jurisdictional, and dedicated funding wisely, for both the capital and operating budgets, and capital reporting.

The Grant Officer will work in conjunction with a Senior Manager on a team to manage all aspects of the grant management process. The Grant Officer will support the strategic sourcing and planning of grants to support Metro 6 year Capital Program Plan. The Grant Officer is expected to monitor assigned grant resources and identify needs and opportunities for revisions and reallocation of funding. The Grant Officer is expected to be an effective communicator both orally and in written correspondence with major contributors from within Metro, external to Metro, and from the US Government who affect and influence Metros grant management program. The Grant Officer is expected to support project management oversight of federally assisted projects to support pre-award and post-award compliance and reporting associated with federal awards. It is highly desirable if the Grant Officer has familiarity with federal compliance requirements, procurement requirements, and financial management, and general project management skills related to capital or research and development projects.

This position is located in Washington, DC.

MINIMUM QUALIFICATIONS

Education

Bachelors Degree in Business Administration, Finance, Accounting, Public Administration, or a related field.

Experience

A minimum of five (5) years of experience in the development, administration, measurement, communication and execution of financial plans or budget programs applicable to operations and capital programs

Experience must include presenting and justifying major organization-wide budgetary initiatives and programs and evaluating/costing complex and comprehensive budget initiatives.

Successful completion of a Masters degree can be substituted for two (2) years of experience

Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

SUMMARY

The Grant and Financial Management Officer, under the direction of the Management staff, supports the planning, coordination, administration, and reporting on grant activities that support the operating, and capital budgets for WMATA. The incumbent reports grant and budgetary information to senior management; coordinates with funding agencies for grant compliance and required approvals; coordinates assigned activities with other divisions and departments; provides complex administrative, procurement, and other high-level support to senior management.

ESSENTIAL FUNCTIONS

Reviews, analyzes, and interprets federal regulations and laws associated with financial assistance and/or its impacts to WMATA operations to ensure compliance with those laws and regulations and to determine the fiscal applicability and/or assess potential implications of potential grant opportunities for WMATA.

Reviews and assesses the requirements and applicability of Competitive Notices of Funding Opportunities (NOFOs). Confirms that elements of the application criteria are appropriately completed. To assess the applicability of NOFOs to fund WMATA¿s program of projects and adopted capital and operating annual budget and/or six-year plan of projects and to secure non-routine financial assistance available through competitive programs.

Assists with oversight of grant funded projects ¿ cradle to grave, including but not limited to the understanding and analysis of funding capital projects and their budgets, schedules, and scopes of work and associated funding.

Evaluates financial information for the purposes of financial planning and reporting, such as preparation of the federal financial reports. May assist in the review and recommendation of fund source assignments based on project portfolio knowledge,

Assists with audit requests from internal and external stakeholders, as required, to ensure compliance with applicable audits and reviews and, to reconcile or remedy findings and recommendations, and support continued process improvement.

Supports senior staff in the oversight and resolution of liabilities with federal sponsors and the assessments and recommendations on the eligibility of grant funding reimbursements. Helps to ensure compliance with federal requirements for tracking, use and documentation of incurred and resolved liabilities, and the use of sources available through insurance proceeds, Land proceeds, or disposition. Supports accounting, asset management and legal counsel personnel in making determinations of compliance.

Supports senior staff in the oversight and processing of environmental and planning requirements in support of federally funded capital investments.
