QinetiQ US is seeking someone to provide senior-level program and project management support to the Office of the Under Secretary of Defense for Research & Engineering (OUSD(R&E))'s Deputy Chief Technology Officer (DCTO) for Mission Capabilities (MC). Specifically, this position will provide direct support to the SES III-level Principal Deputy (PD) for the DCTO for MC by providing advice and council on both internal and external issues of relevance to the organization. This position will provide senior-level guidance and action officer support to the PD by developing and maintaining work products that support management decision making, strategy development, initiative definition, action tracking and monitoring, meeting and workshop planning and execution, and international engagements. The candidate must be skilled at interfacing, communicating, and collaborating with government personnel ranging from action officer to senior leader levels, including civilian and military. Duties include:Responsibilities
Serve as a strategic advisor to the PD and provide oversight and recommendations on DCTO MC projects and initiatives and how they integrate within the larger R&E organization.
Anticipate, monitor, and proactively engage with other R&E personnel on behalf of the PD on key projects and initiatives that require additional attention and support.Serve as a trusted advisor and action officer to provide actionable advice to senior officials within R&E; support the coordination and collaboration within the DCTO for MC and other internal and external stakeholders.Assist in communicating sensitive messages with both tact and actional impact (e.g., written and verbal) such as reports, PowerPoint presentations, position papers, etc.Work behind the scenes to assist in defining work requirements and project plans and help determine how senior leaders need to engage to support the success of applicable projects and initiatives.Serve as the
de facto
project lead for longer-term engagements and associated special projects (e.g., workshops).Required Qualifications
Bachelor's Degree in Management or Technical Discipline10 years' experienceTS/SCI clearance #qinetiqclearedjobDoD, Intel, or Industry experiencePreferred Qualifications
Experience in project management, operational management, strategy development and planning, communication, executive decision support.Ability to manage multiple, concurrent projects and tasks and deliver high-quality deliverables.Ability to assess urgent work assignments, distill complex issues, and quickly determine optimal courses of action.Experience conducting business case analyses that clearly, concisely characterize, quantify, and assess costs, benefits, and risks associated with relevant courses of action germane to the office's operation.Experience on Joint or Army staffs, preferably with Plans or Operations backgrounds (G/J-3/5/7)Experience in a Chief of Staff or Chief of Staff-like role.
