Main Purpose of Job
The main purpose of this position is to serve as Deputy Chief Financial Officer. This position will oversee, review, and evaluate the agency fiscal records to ensure the accuracy for use in management decisions, projections, and budget preparation. This position will meet the agency’s goals and objectives in an effective, efficient, and fiscally responsible manner. This position will supervise the Fiscal Accounts Clerk Supervisor who manages the Cash Receipts/Patient Accounts and Accounts Payable sections, as well as the Fiscal Account Technician I and Fiscal Accounts Clerk Supervisor who make up the Payroll and Timekeeping Unit of the department. This position will also be the acting Chief Financial Officer in the Chief Financial Officer’s absence.
Other duties assigned but not limited to:
Approving payroll transactions in Workday as needed
Initiating interagency billing and projections
Approving/rejecting purchase orders
Verifying the availability of funds and the cost center to be charged
Compiling data to prepare special financial reports for intra-agency and interagency use by the agency Chief Financial Officer, Superintendent, and various agency departments
This position completes the year-end closeout in FMIS for submission to General Accounting Division in Annapolis, coordinates all FMIS activities within the agency to provide necessary information to R*STARS and ADPICS users as well as oversees the process of developing and maintaining a policy and procedures manual for the Accounting Office.
MINIMUM QUALIFICATIONS
Education: A bachelor's degree in accounting from an accredited college or university or a bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.
Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.
Notes:
Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974, will be considered to have met the educational requirement referenced above.
Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.
Applicants may substitute one year of professional budgeting experience or one year of professional auditing experience for one year of the required experience.
Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administration classifications or Financial Management specialty codes in the financial field on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
The desired candidate should possess:
Experience with managing people
Experience with fiscal compliance audits
Experience with management of timekeeping functions
Experience with equipment and supply inventory functions
Experience with preparing the annual operating budget for a hospital center
Experience working with FMIS, the State's Financial Management Information System
Experience with evaluating and developing the performance of fiscal service supervisory and support staff
