Main Purpose of Job
The Maryland Health Care Commission (Commission) is an independent State agency within the Maryland Department of Health responsible for planning for health system needs and promoting informed decision-making by providing timely and accurate information on availability, cost and quality of health care services to policymakers, purchasers, providers and the public. The Commission is seeking to fill a Program Manager position within its Center for Executive Direction. The Center is responsible for the daily management of the Commission. The Commission is seeking a Program Manager to work under the supervision of the Chief Operating Officer.
This position oversees revenue collection, billing and administration of the Commission’s fiscal year user fee assessment. This entails coordinating the fiscal year assessment of the user fees that are assessed to nursing homes, insurance companies, hospitals and health practitioner boards. This includes maintaining the database for the assessment and billing of these health care organizations which encompass information on the assessment of these various payees. This database contains highly confidential information on these entities because of the formulation and calculation of what drives the assessment, i.e. admissions data, total revenue per hospital, total revenue per nursing home, and the total revenue per insurance company over the total revenue in the State of Maryland. The maintenance of this database is crucial to the operation of the Commission as it tracks and maintains all incoming Commission revenue. Position will make recommendations to improve program efficiencies in these areas to the Director of Administration and the Chief Operating Officer. Position will also be responsible for the monthly reconciliation of the Accounts Receivable Report for the fiscal year MHCC user fee assessments and will also coordinate and track the submission of any unpaid user fee assessments that are sent to Central Collection.
This position is also responsible for the preparation, submission and tracking of all deposits of checks received by the MHCC. This position is solely responsible for the submission and reconciliation to the Department of Health’s (MDH) General Accounting Division (GAD) for monies requested of uncompensated care charges from providers of trauma services and transactions posted to the Maryland Physician Services Trauma Fund. This includes tracking monthly updates from the Department of Motor Vehicle showing trauma fee amounts collected from license renewals and tracking these amounts to ensure transfer at year end is accurate.
This position will also be responsible for the electronic submission of invoices, expense reports and journal entries to be sent to MDH General Accounting for processing, updating the MHCC Expenditure Tracking System with all invoices and expense reports being submitted for payment, downloading and reconciliation of the monthly FMIS reports, scanning invoice, expense report and journal entry documentation into the appropriate MHCC directories, and serve as the MHCC liaison to MDH General Accounting with regard to MHCC invoices, expense reports and journal entry processing questions.
Position is also responsible for various other fiscal responsibilities with regard to MHCC budget, revenue and expenditures such as assisting the MHCC Chief Operating Officer and Director of Administration with the preparation of the MHCC fiscal year budget and closeout, preparation and submission of the quarterly submission of the MHCC indirect cost payments to MDH, maintaining the MHCC special and regular payroll reports, serve as the MHCC Travel Coordinator with MDH General Accounting, maintaining various documents for Administration staff pertaining to the MHCC fiscal responsibilities, preparation of various required MHCC reports that are requested by MDH General Accounting, and play a vital role in the Legislative Audits of the MHCC. Experience with FMIS is required.
MINIMUM QUALIFICATIONS
Requires a bachelor’s degree and three years of programmatic experience in administrative or professional work including accounts payable and accounts receivable. Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education. Knowledge of business systems and operating procedures and State of Maryland FMIS system within Maryland State Government is preferred. It is essential for the candidate of this position to be well organized and pay attention to detail.
