The Maryland Health Care Commission is an independent agency of Maryland government composed of 15 Commissioners. Our mission is to plan for health system needs, promote informed decision-making, increase accountability and improve access in a rapidly changing health care environment and to provide timely and accurate information and policy analysis to policy makers, purchasers, providers and the public.The Executive Director heads the 56 member staff of the Commission, is responsible for the effective management of the MHCC, and is accountable to the Commission Chair and the gubernatorial appointed Commissioners. The Executive Director provides executive leadership for the organization’s Executive Center and four Program Centers: The Center of Health Facilities Planning and Development, the Center for Quality Measurement and Reporting, the Center for Information Services and Analysis, and the Center for Health Information Technology and Innovative Care Delivery.This position offers a tremendous opportunity for an individual interested in the reform of health insurance markets, modernization of health care delivery systems, innovations in health care financing, and diffusion of health information technology. Duties include developing and administering plans for advanced primary care and other value-based health delivery programs that improve access, promote health equity, lower cost, and improve quality; creating databases of expenditures and utilization of health care services; administering the State Health Plan which guides the decision-making of the Certificate of Need Program and for certain facilities such as hospitals and nursing homes; and administering a system of annual published performance reports on commercial health plans, nursing homes, hospitals, and ambulatory surgical facilities; developing Maryland’s health information technology infrastructure and facilitating use of electronic health records by providers and patients; and administering the Maryland Trauma Physician Services Fund – a program designed to support Maryland’s trauma centers and trauma health care practitioners.The Executive Director will assume a key role in implementing new laws impacting health care delivery, and work with the Commissioners to provide leadership and direction to Maryland’s health care system. The Executive Director is expected to provide expert advice and testimony to the General Assembly on various legislative issues pertaining to health care, as well as policies and regulations adopted by the Commission.The Executive Director also has significant responsibilities outside the Commission. The Executive Director serves as one of nine members of Maryland’s health benefits exchange board, responsible for developing policy for and implementing the individual and small group market exchanges called for by the Accountable Care Act. The Executive Director also serves on the Maryland Medicaid Advisory Committee, and Commission on Behavioral Health Care Treatment and Access.MINIMUM QUALIFICATIONSQualified candidates must possess a master’s degree in health care policy, public health, health care administration or a closely related field and at least five years related experience, including two years at a supervisory or management level. A bachelor’s degree and two additional years of general experience will substitute for a master’s degree. This position requires excellent management and supervisory capabilities and a broad knowledge of health care policy. Excellent writing, negotiating and communication skills are essential. Candidates must possess senior-level experience involving the analysis, evaluation, coordination, and development of policy, program plans and initiatives for complex health programs. Such experience should have included responsibility for providing substantive input or oversight for the development and coordination of strategic plans, legislative initiatives, and program budgets. The candidate requires a working knowledge of models of health care delivery, the impact of rate setting systems and structures, health planning and regulation, comparative performance reporting for consumers, and demonstrated experience in statewide or national health care policy making.SELECTION PROCESSThis is a Management Service position and serves at the pleasure of the Appointing Authority.
