General Definition of Work In this role, you will play a crucial part in enhancing the operations of our Recreation Services department by managing and supporting various software applications. Working under limited supervision, you will serve as a key liaison between the Information Technology Division and department staff, ensuring that everyone has the tools and knowledge they need to succeed. Your efforts will enhance our operations and improve community services, making a meaningful impact on our department's effectiveness.

Your responsibilities will include training staff, providing guidance, and maintaining essential software systems like WEBTRAC and RECTRAC for parks and recreation management, as well as tools for golf management, tennis court reservations, cemetery data management, and irrigation management. Additionally, you will help manage document systems and our department's web pages.

This position will require after hour and weekend availability for system support duties.

Essential Functions

Serves as the software and applications administrator for assigned department, which includes handling day-to-day operations, deploying enhancements delivered by the third-party application or the IT Division, keeping up to date with latest updates.Leads the set up and implementation of various related software application programs. Includes updating and maintaining various databases; may evaluate system performance, identify maintenance requirements, and recommend system changes when indicated.Configures and manages activity registration softwares including configuration to meet department requirements.Acts as the liaison between the department and Information Technology.Works with the assigned Business Analyst from Information Technology to perform testing of upgrades and user acceptance testing.Functions as the subject matter expert and assist Information Technology with department software-related projects.Documents procedures for operational use of department technology.Works with department staff and Information Technology to identify and plan upgrades and new technology as necessary for budgetary needs.Performs maintenance of the department's internet and intranet websites by updating website content.Creates new users, assign users to required security groups and provide/setup additional security permissions and groups as needed for all designated software applications used by the department. Disable and remove security access and groups for terminated employees.Monitors, assists, and completes redirected IT Helpdesk requests that are related to department software and from department staff.Creates training materials and conducts formal and informal training classes or on-demand as needed for department users to improve efficiency and assist users with systems, applications and processes.Works with Recreation and Finance team members to investigate and correct issues relating to payments, processing and transactions.Assists or leads overall department data management on a variety of topics such as GIS, attendance/participation and inventory management.Collects, analyzes, and reports on various statistics such as usage, volume, budget accounts, and demographics via system generated or developed ad-hoc reports.Assists with data integration between various systems, providing for the combination of registration and other department data as needed for marketing, operational, and /or programmatic needs.Related tasks:

Maintains current knowledge of relevant technologies as assigned. Advises management of new technological developments.Assists with implementation of business process changes.Conducts on-demand, intermittent and after-hours assistance (if necessary); monitoring of high priority systems.Conducts testing of system updates and defect corrections/patches.Assists troubleshooting system issues and outages. Ability to travel between various worksites to provide support.Develops system solutions (i.e. enhancements, changes, reporting capabilities) in support of business requirements.Works emergency situations (including weather and other extreme conditions) as required.Prepares and maintains records and reports of assigned activities.Knowledge, Skills and Abilities

Knowledge of:

The principles and practices of data processing records retention and maintenance.The functions of divisions within the department and office automation practices in an office environment.Recreation Management systems (WEBTRAC, RECTRAC), golf management systems, tennis court reservation software, cemetery data management (Pontem) software, irrigation management software, as well as the use of Microsoft SharePoint, Laserfiche document management.Skilled in:

Associate's degree or 60 credit hours of post-secondary coursework from an accredited college or university in Computer Science, Information Technology, Management Information Systems or similar field of study.Two (2) years of progressively responsible experience in software application administration, user support/training and/or information systems operations.PREFERRED QUALIFICATIONS:

Bachelor's degree from an accredited college or university with a major in Computer Science, Information Technology, Management Information Systems or similar field of study.Prior experience with recreation management systems (Rec Trac), inventory systems, database management (Laserfiche), registration software (Golf and Tennis) and website maintenance is preferred.Additional experience is accepted as a minimum requirement in lieu of the postsecondary degree on the following basis: additional four (4) years in lieu of the bachelor's degree, and additional two (2) years in lieu of an associate degree.

BENEFITS SUMMARYFull-Time Non-Bargaining Employees

ANNUAL LEAVE:

Shall accrue prior to an employee attaining permanent status in the classified service, and may be used after six (6) months of employment at the sole discretion of the Department Head, but it shall not be paid out upon resignation or termination unless the employee has attained permanent status (one full year). The maximum accrual is 360 hours.

CASH OUT OF ANNUAL LEAVE : Employees who have attained permanent status shall be permitted to cash out up to forty (40) hours of accrued and unused Annual Leave, either in a single lump sum payment or two or more partial payments, each fiscal year.

SICK LEAVE:

8 hours per month. Any hours in excess of 960 will be paid off annually at 50%. Upon retirement, employees with a minimum of 5 years continuous service will receive 50% of sick leave balance. Termination for reasons other than retirement shall be entitled to payment for accrued, but unused sick leave, as follows:

HEALTH INSURANCE (Premiums) : Employee Medical (Base Plan) - Paid 100% by City. Employee contributions are required for the buy up employee coverage plans. Employee Dental (DHMO or Basic PPO Plan) & Vision (Basic Plan) paid 100% by City. Employee contributions are required for the Employee + Dependent(s) for the Medical, Dental, & Vision Plan.

RETIREMENT PLANS : The two pension/retirement options are listed below:

An option to enroll in a Defined Contribution Retirement Plan. The Defined Contribution Retirement Plan will not require a mandatory contribution. The City will contribute seven (7%) percent of the annual base wages annually. The vesting period for this plan shall be one (1) year from date of hire in the classified service, which coincides with your one-year probationary period.An option to enroll in a Defined Benefit Retirement Plan option is available. There is a ten (10) year vesting period with a multiplier of 2.00% at normal retirement and a mandatory seven and three-quarters (7.75%) percent employee contribution.The two (2) options will be fully explained prior to an irrevocable selection.Optional:

457 Deferred Compensation Savings Plan is available.

HOLIDAYS:

15 per year: 12 recognized holidays and 3 floating days which are allocated for the fiscal year beginning October 1, to all 8 hour per day employees. Employees hired between October 1 and March 31 shall receive 3 floating holidays. Employees hired between April 1 and September 30 shall receive 1.5 floating holidays. Floating holidays must be used within the fiscal year. Non-task employees working 10-hour days receive 10, 10-hour paid holidays but do not receive floating holidays.

FUNERAL LEAVE : Up to 3 workdays - In State; Up to 5 workdays - Out of State

TUITION REIMBURSEMENT:

Full-time employees are eligible for tuition reimbursement as outlined in the City's Tuition Reimbursement Policy which is available in Human Resources and subject to the availability of departmental funds.

MILITARY LEAVE:

Members in military reserve units who attend annual training are entitled to paid leave not to exceed 30 days each calendar year.

EAP:

Employees, spouses, and eligible dependents have access to five (5) face-to-face sessions with a counselor through Cigna's Employee Assistance Program (EAP). Services include assistance with legal, financial, parenting, elder care, pet care, and identity theft.
