Summary This position serves as a Supervisory IT Program Manager, working in OIG's Management and Resources (MR) Information Technology (IT) division, Office of the Inspector General (OIG), of the U.S. Department of State (Department). The OIG has statutory oversight responsibility covering the Department and the U.S. Agency for Global Media (USAGM). Responsibilities This position is responsible for all aspects of IT program management within MR, including the following duties: Identifying strategic objectives for the organization. Defining jobs, selecting employees, and assigning work; defines technical work requirements and milestones; evaluates the organization, assesses employee accomplishments by accepting or rejecting work products; and presents and defends organization and employees work to senior management and other offices. Providing advice, counsel, and instruction to employees on administrative and work matters. Directing, leading, and coordinating activities of complex IT programs to ensure established milestones are accomplished on time, within prescribed funding parameters, and in accordance with business objectives. Developing annual program budgets and creates business cases to justify/request new funding. Serves as a Contracting Officer Representative (COR) for IT services, hardware, and software contracts with responsibility for the planning, management, and oversight of multiple major IT acquisitions projects and contracts. Responsible for maintaining accurate and complete records for contracts, including solicitation documentation, award documentation, receipts, invoices, miscellaneous communications, financial reconciliations, and points of contact. Managing the overall planning, execution, and timely delivery of multiple projects. Overseeing execution of the project and closely monitors program progress. Providing excellent customer service to clients, works well in a team setting, responsive to customer inquiries and issues, demonstrates flexibility and agility in procurement strategies, and good judgment. Collaborating with cross-functional teams to gather requirements, design solutions, and implement IT projects. Other duties as assigned. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Time-In-Grade Documentation: If you are applying for a higher grade and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the 1-year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old). Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience in making oral/written presentations, collecting consensus on ideas, and resolving conflicts. Experience leading and managing IT programs or projects that involve complex technical issues and unique problems. Developing and implementing IT policies, procedures, and guidelines to ensure compliance with federal regulations and standards. Overseeing IT governance program, including capital planning, investment control, and tracking IT investments across their lifecycle. Managing an annual IT budget, ensuring all expenditures were aligned with the organization's strategic priorities. Education Education requirements do not apply to this vacancy announcement. Skills Incentive Program (SIP): This position is eligible currently under the Department of State Skills Incentive Program (SIP). The Information Technology (IT) Skills Incentive Program (SIP) pays Civil Service and Foreign Service IT employees, serving in IT specific skill codes/positions, a percent of their basic pay based on attainment of specific IT credentials after joining the Department. The IT Skills Incentive Program Panel determines skills that qualify at each level and determines which applicants meet program requirements. The SIP Program provides incentive for IT staff to improve and maintain their IT skills and competencies. Today at least 45% of the Department’s eligible IT Professionals are receiving a SIP allowance in recognition of new skills they have acquired. The increase in skills and competencies not only contributes to the careers and skillset of the IT Professionals, but it also allows them to provide more support and expertise to State’s critical IT infrastructure.
