Summary This position is located in the Human Resources Office, Office of the Executive Secretariat-Executive Director, Office of the Secretary. As a Supervisory Management and Program Analyst, you will be responsible for overseeing a comprehensive program of incentive awards, Entry on Duty Orientation (EOD), details, Intergovernmental Personnel Agreement Act (IPA), performance management, benefits, telework, and student programs and will assist with the Foreign Service (FS) assignments process. Responsibilities Oversees the work and processes for incentive awards, EOD, details, IPAs, performance management, benefits, telework, student programs, workers compensation, and related human resources management services. Serves as a backup in the planning and coordination of the FS Assignment process for over 40 offices located in the Office of the Secretary to provide support to the Bureau's mission and goals. Serves as an advisor to management, providing expert advice and guidance on a broad range of FS assignment and management matters to include policy, recruitment and strategies, organizational processes, and procedures; and program planning. Provides technical and administrative supervision to a staff comprised of civil service federal employees, plans work to be accomplished and sets priorities for the team based upon workload and priorities. Oversees the S Bureau employee evaluation reports (EERs) cycle for all Civil Service, Foreign Service and Senior Executive Service (SES) personnel. Serves as the Bureau's subject matter expert on policies relating to employee evaluations. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience providing management advisory services on any three (3) of the following: incentive awards, details, performance management, benefits, telework, student programs, FS position management. Experience researching, analyzing, and evaluating issues, determining applicable precedents, recommending innovative methods and strategies to resolve complex integrated human resources problems, and identifying the most effective approach. Experience drafting a variety of reports, letters, memoranda, and other correspondence on a full range of sensitive management issues. There is no substitute of education for specialized experience for the GS-14 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
