Senior Program Analyst - Engineering Assessment Support
to provide on-site support to our customer in Norfolk, VA.The desired candidate has experience at the senior-level to include supervisory experience who will review program-specific data, evaluate program plans and changes, and assist in the preparation of documents with various senior leaders, civilian, and military stakeholders.The hired candidate must be able to analyze program information, strategize plans, produce quality analytic work in the form of information papers, white papers, briefs, executive correspondence, and effectively present the results in a clear and concise manner when required. They will also utilize time and GFE to accomplish their tasks successfully and promote program efficiencies.The following capabilities are typical of support tasks:Equivalent of event planners, trainers, response cell, data collection, and assessment; after action reporting, policy analysts, instructors (i.e., journeyman instructor), courseware, and doctrine developers; scenario developers and event execution support staff.This is a contingent position that is pending award of contract. This means that the position is subject to the successful awarding of a contract and will be confirmed once the contract is finalized. 5 years of experience in engineering onboard US naval vessels or equivalent engineering platforms.Minimum of 8 years in the following:Subject matter expert for respective task requirements (e.g. Academics, Warfare Area(s), Program or Policy support).Navy and/or Defense training operations, policy, doctrine, systems, and staff procedures.Managing/ prioritizing large, complex projects involving numerous stakeholders.Team and/or project leader.Leading working groups and cross functional teams.Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity/deliverables.Engaging Senior Staff at the Flag Officer/Director/Manager level.Conducting fleet training analysis/assessment to identify gaps, training needs and solutions.Education Requirements:Bachelor's Degree from an accredited college or university in an unspecified field of study.10 years of experience is required if no degree is held.Personnel Clearance Level:Candidate must possess or have the ability to obtain an active, DoD issued Secret security clearance.A clearance will be sponsored for the right candidate.Essential Job Duties (not all-inclusive):Support Tasks:Schedule and execute shipboard engineering certifications in accordance with current TYCOM training policy and instructions.Provide oversight and management of TORIS and MSP responsibilities as they relate to Engineering Assessments Atlantic (EAA).Develop and revise engineering certification standards in accordance with current TYCOM training policy and instructions, and the Engineering Department Organization and Regulations Manual (EDORM).(CNSFINST 3540.3 (series) to include:Managing the annual Mission Area Review process for MOB-E (Mobility Engineering) warfare area in coordination with Engineering Assessment Pacific (EAP).Managing the MOB-E annual curriculum review process for shipboard classroom training events.Coordinate quarterly EAA Classroom/Symposium training for fleet Commanding Officers, Executive Officers and ship's engineering leadership.Develop and deliver training presentations for prospective training officers and prospective Top Snipes.Track and maintain performance metrics related to the MOB-E warfare area.Salary Range : $80,000 - $100,000 annually.Benefits
