Patricio Enterprises, Inc., is seeking a Senior Program Analyst to support Product Manager Aerostats at Aberdeen Proving Ground, Maryland.Primary duties will include (but not limited to) :Provide budget planning and financial management support to allow PD Aerostats to develop input to the DoD and Army planning, programming, budget and execution (PPBE) system and to efficiently and effectively manage funds appropriated for completion of assigned projects.Assist in development of program requirements over the period of the five-year defense program (FYDP), production of budget submission documents such as P Forms and R Forms, monitoring of program status through the program objective memorandum and Congressional appropriation process, and tracking status of funds received, obligated, and committed during previous and current budget years.Track resource requirements of each system managed based upon current program milestones which reflect the current status of budget lines up to and including signing of the annual DoD Appropriations Act and changes from the baseline of submitted resource requests and accurately account for resources received and obligated.Supervise business/financial management team activities to include time card submissions, reporting, required training, and performance.

KNOWLEDGE AND SKILLS:Working knowledge of GFEBs.Working knowledge of completing Program Objective Memorandums (POM) documents, procurement forms (P-Forms), research, develop, test, and evaluation forms (R-Forms), operations and maintenance forms (O-forms).Ability to express ideas effectively orally and in writing.Must be able to work independently.Must be detail oriented and organized.Must be able to manage multiple projects at one time.Proficiency with Microsoft Office.

EDUCATION / EXPERIENCE

:BA/BS or higher.8 or more years of working in a Government budget setting.An additional 8 years experience in a related field may be substituted for education.A Masters degree or higher may be substituted for 4 years of experience, as long as their degree is in a related field.
