Job Summary
The Transportation Coordinator will assist in developing, implementing, and administering the tribe's transportation goals and be responsible for accomplishing various departmental services, including those related to tribal roads and facilities, transportation, construction projects, and land use. The Coordinator will also work with the Tribal Planner on future infrastructure, land, and road use project plans.
The incumbent will be responsible for facilitating agreements and partnerships with municipal, state, and federal agencies that benefit the advancement of the tribal priorities as identified in the Long-Range Transportation Plan, forming a Tribal Transportation Plan and LRTP, keeping inventory current and addressing the needs of the tribe through infrastructure development in accordance with the LRTP. In addition to these agreements, this position will be responsible for community development and involvement in the Tribal Transportation Plan.
Job Duties & Responsibilities
· Annually collecting and updating transportation data, including mapping and other available data-gathering methods, and documenting and submitting additional data for existing and future transportation needs.
· Supervisory duties include communicating job expectations, coaching, counseling, and disciplining employees; planning, monitoring, and appraising job results; conducting training; implementing and enforcing systems; initiating corrective action; and enforcing and adhering to policies and procedures. Informing employees at least weekly or as necessary of all matters affecting their employment;
· Forecasting requirements, scheduling expenditures, and developing and enforcing planning schedules;
· Providing tools and equipment necessary for staff performance accountability;
· Manage and oversight of road maintenance personnel;
· Developing and enforcing planning schedules;
· Maintain satisfactory contract records and files on all road projects and related material.
· Develop and maintain working relationships with appropriate entities, such as municipalities, states, other Tribal governments, federal agencies, the Bureau of Indian Affairs, the U.S. Forest Service, the National Park Service, the Federal Transit Agency, and the Federal Highways Administration.
· Attend appropriate trainings, workshops, and meetings and represent the Tribe at conferences and functions related to the Tribal Transportation Plan.
· Seek out and obtain future funding from federal, state, or private agencies, organizations, or foundations for construction funding and to address the annual Tribal Long-Range Transportation Plan. Work collaboratively to advance tribal priorities per the LRTP.
· Collaborate with private grant writers to facilitate funding for future Tribal projects. Prepare and submit reports as needed to report grant funds.
· Facilitate and engage in public review and meetings regarding the Tribe’s LRTP, updating and adding new inventory as needed. Develop Transportation Projects as listed in the KIC LRTP.
· Preconstruction, management, and construction oversight of KIC’s Transportation projects, including Environmental documentation, permits, right-of-way, plans, estimates, and engineers’ estimates to ensure the Tribe has met its regulatory requirements to construct a transportation project under the TTP.
· Manage the construction of transportation projects for KIC using engineering consultants.
· Other duties as assigned.
Minimum Qualifications (Education & Experience)
· Bachelor's Degree in Business Administration, Engineering, Construction Management, or related field.
· Three (3) years of administrative experience in public works projects such as project management or capital project budgeting.
· Proof of valid driver's license with acceptable driving record is required.
Preferred Qualifications (Education & Experience)
· Experience in transportation and the federal-aid highway process is highly desired.
Necessary Knowledge, Skills, and Abilities
· Understanding of the Tribal Transportation Program and community transportation issues.
· Familiarity with related transportation acts and programs.
· Basic principles and practices of program and project management.
· Understanding of theories and methods related to transportation planning and implementation strategies.
· Knowledge of contract management practices in an agency setting.
· Familiarity with applicable federal, tribal, state, and local laws, regulatory codes, ordinances, and procedures relevant to the assigned area of responsibility.
· Understanding of research and reporting methods, techniques, and procedures.
· Ability to communicate professionally over the telephone and in person and to represent the Tribe effectively in contracts with governmental agencies, community groups, various businesses, professional, educational, and regulatory organizations, and the public.
· Ability to manage multiple tasks simultaneously.
· Proficiency in using modern office practices, methods, computer equipment, and related applications.
· Ability to work independently with minimal supervision and to prioritize assignments.
· Capacity to understand policies, procurement, and implementation and review.
· Ability to track spending and produce budget reports.
· Capability to research and prepare successful grant proposals.
