In this position, you will develop, coordinate, and lead initiatives and processes and procedures that will develop a pipeline and increase utilization of HUB participation in construction, goods, and services related work. You will develop/redefine, implement, maintain, consult on, and promote outreach efforts to maximize and increase the available number of opportunities for HUB and minority certified vendors to compete for opportunities to work on projects within the Department of Transportation.

The position will:

Serve as the primary consultant for all vendor related initiatives and programs.

Consult with other governmental, collegiate, and local municipalities to foster growth, visibility, and inclusion for HUB and minority certified vendors.

Consult with the Purchasing team to identify and utilize HUB and minority certified vendors, contractors and service providers who can participate on various projects.

Lead the process, working with the procurement team in their duties and functions relating to HUB and minority certified guidelines in procurement and other related acquisitions.

Lead in the development of strategies and procedures which encourages HUB participation in meeting/exceeding state HUB contracting and subcontracting goals.

Create and promote, consult with others on a comprehensive, effective array of communications material promoting opportunities for HUB participation.

Be responsible for the development, design, and delivery of effective training and consultation on how to do business with the State, NCDOT specifically, PowerPoint presentations.

Conduct workshops and training sessions; interpret state and federal legislation, executive orders, bid documents, specifications and contract documents,

Serve as a liaison between the North Carolina State HUB Office and other agency personnel to address solicitations, contracts, purchase orders and other related acquisition issues.

Develop and implement business development programs to improve entrepreneurial and technical skills of HUB certified businesses that strengthens the knowledge of state government business.

To be successful, you must be well-grounded in knowledge of the regulations, statutes, administrative code, and executive orders impacting each program, including but not limited to, G. S. 143-128, G.S. 143-48; NCGS143; NCOS 136; 49CFR26 and 23CFR230. Additional duties as assigned.

Knowledge, Skills and Abilities / Competencies

Experience developing and executing strategies and procedures promoting vendor participation

Experience developing presentations and facilitating workshops and training programs

Knowledge of State government procurement laws, administrative code, and regulations

Knowledge of solicitation documents: RFQ, IFB, RFP

Experience organizing and writing extensive and complex technical information into specifications, reports, tabulations and drawings or special requirements as needed according to State and/or project requirements.

Additional Expectations:

Excellent verbal and written communication skills and the demonstrated ability to explain and interpret policies in a clear, concise manner.

The ability to work independently, provide prompt and courteous customer service to internal and external customers.

The ability to establish and maintain a good working relationship with NCDOT employees of different levels, management, vendors, and outside agency employees is required. Management prefers applicants with Communication and Marketing experience.

Minimum Education and Experience Requirements

Bachelor’s degree from an appropriately accredited institution and five (5) years of progressive experience related to the area of assignment, or an equivalent combination of training and experience.
